ADOPT A RESOLUTION TO AUTHORIZE A CONTRACT WITH JAYNE PRODUCTS TO PURCHASE CHEMICALS TO INHIBIT AND REMOVE STRUVITE AT THE REGIONAL WASTEWATER CONTROL FACILITY

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Approve the Specifications and Addenda for the Struvite Control Non-Hazardous Mineral Inhibitor and/or Removal Additives, PUR 26-012 (Exhibit 1 to the Resolution).
2. Authorize a five-year contract with Jayne Products of Carson, California, to purchase chemicals to inhibit and remove struvite at the Regional Wastewater Control Facility for a total not-to-exceed contract amount of $816,500 (Exhibit 2 to the Resolution).
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
MUD staff manages, operates, and maintains the Regional Wastewater Control Facility (RWCF), where wastewater from the City of Stockton, special districts outside the City, and certain areas in San Joaquin County is treated to meet all state and federal requirements prior to discharge into the San Joaquin River.
The wastewater treatment dewatering process at time can create a crystalline mineral called struvite. Struvite build-up can cause blockages in pipes and requires a chemical treatment to inhibit its production.
Staff recommend awarding a five-year contract for a not-to-exceed amount of $816,500 to purchase chemicals to Jayne Products of Carson, California to remove and inhibit the development of struvite at the RWCF.
DISCUSSION
Background
MUD staff manages, operates, and maintains the RWCF, where wastewater from the City of Stockton, special districts outside the City, and certain areas in San Joaquin County is treated to meet all state and federal requirements prior to discharge into the San Joaquin River.
A part of the treatment process is the separation of solids or sludge from wastewater through a dewatering process. The dewatering process can at times create a chemical compound called Struvite, which is a crystalline mineral made up of magnesium, ammonium, and phosphate that can build-up and block the flow of water in pipes at the RWCF. Chemical treatment with low pH inorganic/organic salt solution products is used to prevent the formation of struvite or to remove existing struvite from pipes by dosing appropriate chemical additives.
Present Situation
MUD staff publicly advertised an Invitation to Bid on September 29, 2025, in the Legal Notice Section of The Record and on the City’s Bid Flash webpage. Additionally, the bid specifications were sent to prospective bidders via Ask Stockton.

The bid submitted by Jayne Products is regular in all respects and meets the City’s requirements. The bid allows for a maximum 3% increase for each succeeding year, providing there is evidence of a cost increase and the amount of that increase.
Staff recommends that the City Council approve the proposed contract for the purchase and delivery of up to 990 gallons of struvite inhibitor per month and up to 990 gallons of struvite remover delivered up to four times per year. Both products are a commercial alternative that is biodegradable, less hazardous, non-corrosive and safe for MUD operations personnel.
FINANCIAL SUMMARY
There is sufficient budget in the Wastewater Operations account for the remainder of FY 2025-26. The first full year of the contract is $155,390. Funds for future years will be budgeted in the same account and presented to the City Council for approval during the annual budgeting process.
This action has no impact on the General Fund or any other unrestricted funds.
