Summary
This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specification for Plant Operator-in-Training. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications. A specification shall be deemed approved when the Director of Human Resources affixes his or her signature thereon and it is filed with the Secretary of the Commission.
DISCUSSION
Background
Amendments to the class specification are a result of a request by the Municipal Utilities Department. The Plant Operator-in-Training classification specification was amended to update the education section, providing additional language to align with the qualifying categories of science courses, as deemed acceptable by the California State Water Resources Control Board.
Present Situation
Amendments were made to the Principal Duties, Knowledge of, Skill in, Education, Experience, and Physical/Mental Abilities sections. The draft classification specification with redlines was completed and sent to the OE3 - Operations and Maintenance bargaining unit for review and the union concurred on January 2, 2026, expressing no concerns to proceed (Attachment A).
The approved classification specification was signed by the Director of Human Resources on February 3, 2026, and is included in this report (Attachment B).
AUTHORITY
Rule IV, section 4(a) of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
