APPROVE MOTION TO ENTER INTO A NEW CONTRACT WITH NATIONAL PUBLIC SAFETY GROUP (NPSG) FOR A THREE-YEAR CONTRACT FOR CONSULTING SERVICES FOR EMERGENCY DISPATCH AND RECORDS MANAGEMENT SOFTWARE SYSTEMS FOR STOCKTON FIRE AND POLICE DEPARTMENTS

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Award a Professional Services Contract to National Public Safety Group (NPSG) for a term of three (3) years with an option to renew for two (2), one (1) year extensions for consulting services for emergency dispatch and records management software systems, in the amount of $744,946;
2. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process; and
3. Authorizing the City Manager, or designee, to take necessary and appropriate actions to carry out the purpose and intent of this motion.

Summary
The City has identified the need to purchase a new Computer-Aided Dispatch (CAD) system for the Police and Fire Departments. The current CAD was last upgraded for the Police Department in 2017 and for the Fire Department in 2021. CentralSquare is no longer developing the current system, and client support is dwindling.
On February 24, 2025, the City issued a request for proposals (RFP) for consultant services for emergency dispatch and records management software systems for Stockton Fire and Police departments (PUR 25-021). On April 24, 2025, 10 proposals were received, with NPSG submitting the most comprehensive and qualified proposal (Attachment A).
The City desires to contract with a Vendor to perform a gap analysis, both current state and future needs assessment, develop requirements and assist in writing a Request for Proposals for a new system, and work with the City and software vendor to oversee the implementation of a new CAD system for both the Police and Fire Departments.
DISCUSSION
Background
On November 10, 1998, Council authorized Request for Proposals (PUR 98-20) to solicit bids for a CAD system, Message Switch Software, and a Field Reporting System through Resolution No. 98-0456. The City recommended selecting TriTech/Tiburon, Inc. to install the CAD and Field Reporting Systems and provide related services.
On November 17, 2015, Council approved motion 2015-11-17-1208 to purchase an upgrade to the then-current CAD and Records Management systems for the Police Department by TriTech/Tiburon, Inc.
On October 18, 2016, Council approved motion 2016-10-18-1205 for a new fire dispatch CAD system project. This included a Contract Change Order (CCO) to add services to the existing TriTech/Tiburon contract, already secured by the Stockton Police Department. Prior to this approval, the Fire Department was on Logisys CAD, which reached its end of life. In 2021, the Fire Department implemented Tiburon CAD.
The City’s current CAD system has been in operation since 1998 and is now over 25 years old. The Police Department has continually upgraded this system until further upgrades were no longer available. Tiburon was purchased by TriTech in 2015 and merged with CentralSquare in 2018. In 2015, TriTech announced that Tiburon CAD and RMS would no longer be sold or developed with future functionality. The vendor has categorized the software as end-of-life.
Present Situation
Tiburon CAD has not been updated with new technology in the past eight years. Subject Matter Experts within CentralSquare’s Customer Support team have been reduced to minimal staff for CAD and Records Management Systems (RMS).
Staff recommends contracting with NPSG to conduct the following and replace the current CAD, associated components, and RMS systems.
Phase I - Needs Assessment
• Conduct a comprehensive review of agency goals, strategic plans, and partner integration needs. Establish project teams and schedules, facilitate bi-weekly coordination calls, and develop a technical matrix and discovery document to support future implementation.
Phase II - Selection Process
• Lead the RFP development and vendor evaluation process, including detailed assessments of proposals across technical, financial, and legal criteria. Manage demonstrations, scoring, and stakeholder engagement to support final vendor selection.
Phase III - Procurement Process
• Support contract negotiations with the selected vendor, ensuring alignment on pricing, terms, deliverables, and service standards. Coordinate with legal, risk, and procurement teams to finalize agreements and prepare for Council approval.
Phase IV - Project Management
• Oversee implementation planning, vendor coordination, training schedules, and data conversion. Facilitate weekly and monthly meetings, track deliverables, manage risks, and ensure readiness for go-live and post-launch support.
Findings
Pursuant to Stockton Municipal Code (SMC) section 3.68.070.A.3, Council may approve findings which support an exception to the competitive bidding process. These findings include:
1. Use of the RFP process is appropriate for this Professional Services Contract because it relies on evaluating professional qualifications and performance as the basis for selecting a vendor. The selected vendor was the most qualified based on these criteria.
2. The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3
FINANCIAL SUMMARY
This is a one-time cost for professional services, not to exceed $744,946 for the life of the project. Budget for this expenditure is available in the FY2025-26 Technology Internal Service Fund for Project #IP24001-PRFSVC.
