body
Summary
The Municipal Utilities Department (MUD) provides potable water to users in the Stockton Service Area through its network of water main lines in both north and south Stockton. An inspection found a partially exposed water main along the north shore of Five Mile Slough. The exposure creates the possible risk of water main failure, resulting in potential waterway impacts, water distribution system contamination, and water service interruption.
If approved by the City Council, this action will authorize a construction contract with West Valley Construction Company, Inc., in the amount of $194,430, to install a new 8-inch water main pipe segment along Bonniebrook Drive. The project was identified in the 2022-2027 Five-Year Capital Improvement Plan (CIP).
DISCUSSION
Background
The water distribution system in Park Woods, Unit 1 Subdivision, was installed in the 1960’s when many water pipes were placed in the backyards of private residential properties. Maintenance and regular operations of the water main require City staff to enter private property to access water meters, valves, and other system parts. An inspection found an exposed water main along the north shore of Five Mile Slough within the backyard easement of properties on Bonniebrook Drive.
The project will install a new 8-inch water main pipe segment in Bonniebrook Drive including service laterals. Installation of the new water meters and associated water service lines at the front of the properties along Bonniebrook Drive will take place at a later date.
The installation of new water main pipe will eliminate the risk of a water main break along Five Mile Slough, provide better access from the city street right-of-way, prompt service response for customers, and improve the reliability of the water distribution system in the area. It is anticipated that the project will be constructed during the summer of 2024.
Present Situation
On December 21, 2023, the MUD advertised the project in the Stockton Record and posted it to the City’s Bid Flash webpage. Additionally, notifications were sent through Ask Stockton.
A non-mandatory pre-bid conference meeting was held on January 18, 2024, with three (3) prospective bidders in attendance. A field visit was conducted after the pre-bid conference. On Thursday, February 1, 2024, eleven (11) sealed bids were received and publicly opened by the City Clerk with the following results:

Staff recommends that the City Council award a Construction Contract in the amount of $194,430 to West Valley Construction Company, Inc. for the Water Main Relocation Along Bonniebrook Drive, Project No. UH21004.
Local Employment Ordinance
The contract amount is over $100,000 and subject to the Local Employment Ordinance, which requires that “all City contracts for public works or improvements of the estimated value or City subsidy of $100,000 or more shall contain provisions pursuant to which the contractor promises to make a good faith effort, with the assistance of local labor union hiring halls or community organizations designated by the City to employ qualified individuals who are, and have been for one year prior to the effective date of the contract, residents of Stockton in sufficient numbers so that no less than 50 percent of the contractor’s total construction workforce, including any subcontractor workforce, measured in labor work hours, is comprised of Stockton residents.”
The Local Preference Ordinance, which states that “preference shall be given to the purchase of supplies, materials, equipment, and contractual services from local merchants, quality and price being equal,” does not apply to the project because there was no tie at the lowest responsive bid.
The project is under $1,000,000 and not subject to the Community Workforce and Training Agreement.
Environmental Clearance
It has been determined that this project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) guidelines as specified under Article 19, Section 15302, Class 2 (c) of the CEQA guidelines because it concerns the replacement or reconstruction of an existing public facility where the new structure will be located on the same site as the structure replaced. The project will have substantially the same purpose and capacity as the structure replaced.
In addition, the proposed project is consistent with the Envision Stockton 2040 General Plan, Land Use Policy 6.3. It improves existing utility services to ensure that all neighborhoods have access to well-maintained public facilities and utilities that meet community service needs.
FINANCIAL SUMMARY
There are sufficient funds available in the Water Capital Improvements account to award the Construction Contract in the amount of $194,430 to West Valley Construction Company, Inc. of Campbell, CA, for the Water Main Relocation Along Bonniebrook Drive, Project No. UH21004.
There is no impact on the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
