RECOMMENDATION

 

It is recommended that the City Council approve a motion to approve and authorize the City Manager to execute the Gas and Electric Extension Agreement with Pacific Gas and Electric in the amount of $135,632.34, for the electrical and gas upgrades for the McKinley Park Renovation, Project No. WR21017.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The McKinley Park Renovation project site is located at 424 East 9th Street, at the southeast corner of 9th Street and El Dorado Street (Attachment A - Vicinity Map). McKinley Park encompasses approximately 22 acres and is the largest municipal park in South Stockton.

 

The McKinley Park Renovation will provide picnic shelters, a softball field, children’s play area, trees, restroom, basketball and futsal courts, soccer field, landscaping irrigation system improvements, pathway lighting, walking trails, parking lot modifications, and swimming pool and bathhouse renovations.

 

The project requires Pacific Gas and Electric (PG&E) to upgrade the existing electrical service. A Gas and Electrical Extension Agreement (Attachment B) needs to be executed for PG&E to start ordering the material necessary for the electrical upgrades.  Staff recommends Council approve the Pre-Qualified Bidders list and authorize execution of the Gas and Electrical Extension Agreement. The project is anticipated to be advertised for construction bids in October 2023.

 

DISCUSSION

 

Background

 

The McKinley Park Renovation project site is located at 424 East 9th Street, at the southeast corner of 9th Street and El Dorado Street (Attachment A - Vicinity Map). McKinley Park encompasses approximately 22 acres and is the largest municipal park in South Stockton. The project was included in the 2022-2027 Five-Year Capital Improvement Plan (CIP) with project funding from Proposition 68 grant, State grants, Transformative Climate Communities Grant, and Measure M funds.

 

 

 

On January 26, 2021, by Resolution No. 2021-01-26-1212, Council approved a Professional Services Contract with Callander Associates, for the architectural design and engineering drawings for a complete renovation of McKinley Park. The project design is 100 percent complete and is expected to be advertised for construction bids in October 2023. The project will provide picnic shelters, a softball field, children’s play area, trees, restroom, basketball and futsal courts, soccer field, landscaping irrigation system improvements, pathway lighting, walking trails, parking lot modifications, and swimming pool and bathhouse renovations.

 

The McKinley Park Renovation project will require electrical service upgrades to accommodate the new pool house building, restroom structure, ball court lighting, and pathway lighting at McKinley Park. Consequently, PG&E requires the project to include the installation of necessary conduits, transformer pads, and pull boxes per PG&E standards.  PG&E will complete the electrical service upgrade and energize the system.

 

Present Situation

 

Electrical power upgrades are being coordinated with PG&E for the project.   PG&E will be performing the final power upgrades and energization of the system.  PG&E has provided a Gas and Electrical Extension Agreement for their scope of work. PG&E offers two payment options for this type of project: the 10-year refundable advance option and the non-refundable 50 percent discount option. The 10-year refundable advanced option for electric is for development or subdivision projects and is not applicable to this project. Therefore, the 50 percent non-refundable option in the amount of $135,632.34 is applicable.

 

The Agreement amount is over $100,000 and requires City Council approval. Staff also recommends Council approve a motion to authorize the City Manager to execute the Gas and Electric Extension Agreement.

 

FINANCIAL SUMMARY

 

Sufficient funding is available in Project No. WR21017 for the Gas and Electric Extension Agreement with PG&E in the amount of $135,632.34.

 

There is no financial impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
