RECOMMENDATION

 

It is recommended that the City Council adopt a resolution:

 

1.                     Authorizing the City Manager to process the naming of the “Northeast Library & Community Center” as “Ursula Meyer Library & Community Center”;

 

2.                     Authorizing the City Manager to process the naming of the park site located at Westlake Drive and Scott Creek Drive as “Inspiration Park - in memory of Officer Jimmy Inn and Fire Captain Max Fortuna”;

 

3.                     Authorizing the City Manager to process the naming of the park site located at Valens Way and Orbison Lane as “Hadley Park - in memory of Carol Naomi Trujillo Hadley”;

 

4.                     Authorizing the City Manager to process the naming of the park site located at Parliament Street and Skynyrd Way as “Harmony Park”;

 

5.                     Authorizing the City Manager to take other actions which are necessary and appropriate to carry out the purpose and intent of this Resolution.

Summary

 

This staff report presents recommendations for naming the Northeast Library & Community Center and three new park sites. The naming process followed the City's Naming of City Facilities, Parks, and Property Directive 15.02 (Attachment A - Naming of Facilities Policy). Public engagement resulted in 150 complete applications across two nomination periods, and the Naming Committee met on multiple occasions to review submissions and finalize selections. The recommended names honor community heroes, cultural themes, and public service legacies. Approving these names will enhance community identity, facilitate wayfinding, and support public engagement with these new spaces.

 

DISCUSSION

 

Background

 

The Northeast Library & Community Center and multiple park sites require official names to facilitate signage, marketing, and community engagement. The process for naming these facilities adhered to the City's Naming of City Facilities, Parks, and Property Directive 15.02, which establishes guidelines and criteria for naming public assets (Attachment A - Naming of Facilities Policy).

 

The City engaged the community to establish nomination lists. The Northeast Library & Community Center nomination period was open from April 13, 2023 to June 16, 2023, during which 81 complete applications were received. The Naming Committee convened on June 21, 2023, and October 18, 2023 to review submissions. The parks’ nomination period was open from July 21, 2024 to September 30, 2024, yielding 69 complete applications. The Naming Committee met on January 16, 2025 to finalize recommendations.

 

Based on the criteria and community feedback, the following names are recommended:

 

The Northeast Library & Community Center be named "Ursula Meyer Library & Community Center." This honors Ursula Meyer for her significant contributions to education and literacy advocacy in the community.

 

The Park at Westlake Drive and Scott Creek Drive be named "Inspiration Park - in memory of Officer Jimmy Inn and Fire Captain Max Fortuna." The name commemorates the service and sacrifice of Officer Jimmy Inn and Fire Captain Max Fortuna. Jimmy Inn served in the Stockton Police Department and was killed in the line of duty in May 2021. Fire Captain Max Fortuna served the Stockton Fire Department for 21 years and was shot and killed while operating at a fire. 

 

The Park at Valens Way and Orbison Lane be named "Hadley Park - in memory of Carol Naomi Trujillo Hadley." The name recognizes Carol Naomi Trujillo Hadley’s 30 years of dedication to public service and community development. Carol Naomi Trujillo Hadley was a United States Air Force veteran, a devout member of her church, held various political positions, and was active in various Stockton and San Joaquin County community organizations.

 

The Park at Parliament Street and Skynyrd Way be named "Harmony Park." This name reflects the musical theme of the surrounding streets, which are named after musicians and bands.

 

Present Situation

 

Construction of the Northeast Library & Community Center is ready for official naming. Similarly, the park sites at Westlake Drive and Scott Creek Drive, Valens Way and Orbison Lane, and Parliament Street and Skynyrd Way are being developed and require formal names for signage, directories, and promotional materials.

 

FINANCIAL SUMMARY

 

There are no financial impacts to the general fund from this action.
