body
Summary
The Fire Station No. 2 Communication Center Uninterruptible Power Supply (UPS) Replacement, Project No. F022001, will replace the UPS at the Fire Department's Emergency Communications Division (ECD) (Attachment A).
On January 27, 2022, the City received four bids for the project. Staff recommends award of the Construction Contract to the lowest responsive bidder, Tri Power Systems, in the amount of $150,000 (Attachment B). Staff also recommends that Council approve a motion approving the plans and specifications for the project. Construction is anticipated to begin and be completed in fall 2022.
DISCUSSION
Background
A UPS is an electrical system that provides emergency power when the main power source or backup power source fails. A UPS differs from an auxiliary or emergency power system or standby generator and will provide near-instantaneous protection from main power interruptions, supplying energy stored in batteries. The on-battery run-time of most uninterruptible power sources is relatively short; however, sufficient to start a standby power source.
A UPS is used to protect hardware such as computers, data centers, telecommunication, radio equipment, or other electrical equipment. An unexpected power disruption could cause injuries, fatalities, serious business disruption, or data loss. The UPS unit is designed to protect and power the entire ECD in the moments between mainline power failure and the backup generator coming online.
ECD is a 911 call center that operates 24-hours a day and provides emergency dispatching services to the City of Stockton and roughly 70 percent of the San Joaquin County population. It is imperative that ECD has power, and a UPS is a critical element in the power supply chain.
Currently, the public safety facility's technological and electronic critical functions are supported by the original equipment installed when the building was first opened in 1993. The original Liebert UPS system is out-of-date and obsolete. Parts are no longer manufactured for the current UPS, and once the unit fails or parts break, it will no longer be serviceable or in use. UPS systems typically have a lifespan of approximately 15-20 years, at which time it is recommended they are completely replaced. The UPS currently in service was installed in 1993 and has been in continuous service for more than 28 years, and is well beyond its usable life.
Present Situation
On December 28, 2021, the Fire Station No. 2 Communication Center UPS Replacement, Project No. F022001, was advertised for bids. On January 27, 2022, four bids were received with the following results:
COMPANY NAME BID AMOUNT ADJUSTED BID AMOUNT
(Local Preference Applied)
Tri Power Systems $150,000 $150,000
(Modesto, CA)
CN O’Neill Electric $188,500 $179,075
(Stockton, CA)
James Day Construction, Inc. $248,397 $248,397
(Clearlake, CA)
Saboo, Inc. $263,000 $263,000
(Brentwood, CA)
Engineer’s Estimate $175,000
The project will replace the UPS, install a shunt switch, and rewire current configurations so future repairs and maintenance can be performed without turning off the power to the entire ECD, which is how the system is serviced today.
The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference, apply to this project. Application of the Local Business Preference has no effect on the bid order.
The bid from Tri Power Systems, the lowest responsive bidder, is regular in all respects. Tri Power Systems has the proper license to perform the work. Staff recommends Council approve the plans and specifications for the project and award a Construction Contract to Tri Power Systems of Modesto, CA, in the amount of $150,000 (Attachment B).
