RECOMMENDATION
It is recommended that the City Council adopt the proposed amendment to Chapter 4.02 of the Council Policy Manual regarding Agendas.

Summary
On November 3, 2025, the Mayor requested an item be agendized with a recommendation for Council to adopt changes to Chapter 4.02 of the Council Policy Manual.
At the November 18, 2025, City Council meeting, those changes were presented for the full Council’s consideration. Additional changes were requested to the process for members to add items to future agendas.
DISCUSSION
Background
On December 2, 2025, the Mayor requested the City Clerk add revisions to allow Councilmembers to add items to future agendas during Administrative Matters.
Present Situation
Changes consistent with the Mayor’s request were made to Chapter 4.02 and are reflected in the redline attachment (Attachment A - Council Policy Chapter 4.02 - Redline) for Council’s consideration.
Financial Summary
There is no direct financial impact from potential changes.
