APPROVE A MOTION AUTHORIZING THE ALLOCATION OF FUNDS TO THE CITY OF ESCALON FOR REPAIRS TO THE ESCALON LIBRARY

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Authorize the City Manager or designee to execute a Cooperative Agreement with the City of Escalon (“Escalon”) for repairs of the Escalon library in an amount not to exceed $304,427.
2. Authorize the City Manager to take all necessary and appropriate actions to carry out the purpose and intent of this motion.

Summary
The City of Stockton operates the Stockton-San Joaquin County Public Library System (“Library”). The Library received funding from the County of San Joaquin (“County”) to conduct repairs at the Escalon Library. The Community Services Department staff recommends entering into a new Cooperative Agreement with Escalon to perform or cause a third-party consultant to perform the needed repairs on Escalon’s behalf. The proposed cost of repairs is estimated at $304,427. This Agreement outlines the terms and conditions under which the City will allocate the available funds to Escalon to conduct repairs on the Escalon Library.
DISCUSSION
Background
The Escalon Library is owned by the City of Escalon and operated by the City of Stockton on behalf of the County. The library building requires repairs to address various structural and functional issues. The County has awarded Stockton $304,427 for the repair project.
Present Situation
The Escalon Library is currently operational but needs significant repairs. This building requires repairs to the roof and the east-facing wall. Escalon has agreed to serve as the project manager for the work, including selecting a contractor based on the lowest bids received and managing the repair work.
Findings
The proposed repairs are necessary to address safety concerns, improve the library's functionality, and enhance the user experience. The allocated funds are sufficient to cover the estimated costs of the project. The agreement includes provisions for project oversight, financial reporting, and potential adjustments if the project costs exceed the allocated funds.
FINANCIAL SUMMARY
Outside of staff time to project manage the effort, this is expected to be a fiscally neutral venture fully funded by the County. Escalon will return any unused amount to the City if the repairs cost less than the budgeted amount. Should the repairs ultimately cost more, the City and Escalon shall then discuss appropriate next steps, including but not limited to seeking additional funding from the County. There are sufficient funds in the Library Funds non-capital asset account in FY 2024-25 to cover the expenditure.
