Review the required documents/ sections that must be included in the Comprehensive Climate Action and Adaptation Plan as required by the Climate Pollution Reduction Planning Grant program and the Adaptation Planning Grant Program funding sources.

City staff and the technical consultant will provide a presentation to review the components to be included in the final Comprehensive Climate Action and Adaptation Plan for the Stockton region.
DISCUSSION
Background
The Stockton Comprehensive Climate Action and Adaptation plan is funded in part by the Climate Pollution Reduction Grant (CPRG) through the Environmental Protection Agency (EPA) and the Adaptation Planning Grant Program (APGP) through the Governor’s Office of Land Use and Climate Innovation.
Both grant programs have specific requirements and components for the composition of the final plan.
The CPRG program has more specific requirements for sections that must be included in each metropolitan statistical area (MSA) Comprehensive Climate Action Plan. These include:
• GHG inventory, projections, targets
• Co-pollutant inventory and projections
• Quantified climate actions
• Potential disbenefits
• Action authority to implement
• Intersection with other funding sources
• Workforce planning analysis
• Burdened communities benefit/disbenefit analysis (now optional by EPA)
The APGP grant requires the inclusion of a climate vulnerability assessment and adaptation actions.
Present Situation
In prior meetings, City staff and the technical consultant have reviewed the content that will inform many of these sections with the CAPAC, such as the GHG inventory, projections, and targets; co-pollutant inventory; and burdened community analysis. This report introduces some of the new sections, for which the CAPAC has not reviewed content either at a meeting or in written materials (e.g., the Priority Climate Action Plan). These new sections include workforce analysis, which will identify sectors in which job growth is expected, gaps in labor supply, industries and occupations that will be in high demand to implement CCAAP actions, and sections on funding and financing, which will identify potential sources to fund strategy implementation.
