RECOMMENDATION
It is recommended that the City Council conduct a public hearing and accept the City of Stockton’s Annual Workforce Vacancy, Recruitment, and Retention report pursuant to Government Code Section 3502.3.

Summary
This public hearing is being held to present information on the workforce vacancies, recruitment, and retention efforts of the City of Stockton in accordance with Government Code Section 3502.3. As of April 17, 2025, no bargaining unit’s vacancy rate met or exceeded the 20% threshold that would require additional information be provided.
Each of the bargaining units was also notified and provided an opportunity to present during these proceedings. It is recommended that Council accept the annual report.
DISCUSSION
Background
In 2024, Governor Newsom signed Assembly Bill (AB) 2561 (Attachment A) to add Government Code Section 3502.3. The code requires public agencies to hold a public hearing to report on and address the state of current job vacancies in addition to recruitment and retention efforts prior to the annual adoption of an agency’s budget for the upcoming fiscal year.
In addition, the City must present hiring challenges and any potential policy obstacles. If vacancy rates in a particular bargaining unit meets or exceeds a threshold of 20% of the total number of authorized full-time positions, the City, upon request of the bargaining group, may also be required to provide further details on job openings, applicant numbers, hiring timelines, and strategies for improvement. Bargaining groups are provided with an opportunity to present during these public hearings.
Present Situation
During this public hearing, Staff will present the following required information:
1) The status of vacancies at the City of Stockton;
2) Information on the City of Stockton’s recruitment and retention efforts; and
3) Identify, if any, City of Stockton’s policies, procedures, and recruitment activities that may lead to obstacles in the hiring process.
As of April 17, 2025, no bargaining group within the City of Stockton possesses a vacancy rate meeting or exceeding 20% of the total number of authorized full-time positions.
