It is recommended that the City Council adopt a resolution establishing a new classified/represented position of Senior Graffiti Abatement Technician for the Stockton Police Department and assign the salary range.

Summary
City Council is being asked to establish the proposed new Senior Graffiti Abatement Technician classification and salary range. Establishing a new Senior Graffiti Abatement Technician position will provide the lead support and expertise necessary in the efficient execution and operation of the graffiti abatement program. The Stockton Police Department plans to fill and fund the proposed position during Fiscal Year 2025-26 by reclassifying an allocated Graffiti Abatement Technician position.
DISCUSSION
Background
The Stockton Police Department requested Human Resources create a new Senior Graffiti Abatement Technician classification. Based on the department’s initial request, HR staff reviewed the current Graffiti Abatement Technician classification and determined that the best course of action would be to amend the current classification and add a senior-level Technician to create a class series (Attachment A). An external market study was conducted to identify an appropriate salary plan, and an equity analysis was performed to assess potential compaction.
Present Situation
In the past year alone, the graffiti abatement team has removed nearly 450,000 square feet of graffiti, a testament to their dedication and the program’s effectiveness. The increased efficiency and effectiveness resulting from these enhanced responsibilities have created a need for a senior level classification that accurately reflects the advanced skill set, leadership, and experience required for this role.
The most senior Graffiti Abatement Technician is currently receiving special assignment pay for performing a range of duties that go beyond the standard scope of work represented in the current Graffiti Abatement Technician classification specification. These duties include oversight of the graffiti abatement crew, coordination of the daily operations, scheduling, assigning tasks, ensuring adequate coverage, and addressing any operational issues that may arise.
The Senior Graffiti Abatement Technician job classification is necessary to perform these duties along with training new employees in best practices and safety procedures, ensuring the crew is well-equipped to perform their duties effectively and safely.
Classification
The proposed Graffiti Abatement Technician/Senior Graffiti Abatement Technician classification will be amended to include a senior-level Technician. This classification series will continue to reside within the Neighborhood Services Section of the Stockton Police Department and remain included in the Civil Service system, non-exempt under the Fair Labor Standards Act, and represented by the Operating Engineers Local Union No. 3 - Trades & Maintenance bargaining unit.
Salary
Human Resources staff completed an external market survey as well as an internal equity analysis. Based on analysis of the information collected, staff recommend the following salary range:
