BACKGROUND
On February 11, 2026, salary data was presented to the Salary Setting Commission for review. Following the presentation, the Commissioners requested the following information be presented prior to scheduling a public hearing:
• Median household income for residents within each comparable agency
• Base salary projections reflecting 5%, 10%, 15%, and 20% increases
• The number of council members serving in each agency
• Identification of each agency as a Charter City or General Law City
• Cost-of-living adjustment (COLA) information for comparable cities, where applicable
• Removal of the City of Bakersfield from the salary survey
• Language pertaining to General Law City compensation limits
• Role of the City Council (Charter of the City of Stockton, Article IV)
• Financial information on how Council salaries are funded and impact on taxpayers
Additionally, the Commission requested that compensation data for the following cities be added for review:
• Sacramento
• Oakland
• San Jose

The requested data is reflected in attachments A through C.
