RECOMMENDATION

 

It is recommended that the Stockton City Council by motion:

 

1.                     Approve a cooperative purchasing agreement between the City of Stockton and Zamboni Company USA, Inc., through Sourcewell, for the purchase of a new Zamboni ice resurface machine for Oak Park Ice Rink.

 

2.                     Authorize the City Manager, or designee, to take all necessary and appropriate actions to carry out the purpose and intent of this motion.

Summary

 

This action will authorize the purchase of a new, Zamboni ice resurface machine for Oak Park Ice Rink by utilizing a cooperative purchasing agreement through Sourcewell (Attachment A - Sourcewell Cooperative Purchasing Agreement). The new Zamboni will maintain the ice for all youth and adult hockey, ice skating, and curling needs at the facility. This machine will replace the existing Zamboni that was purchased by the City in 1991 and is well beyond its useful life.

 

DISCUSSION

 

Background

 

Located in Stockton’s Oak Park, the Oak Park Ice Rink opened in 1970, replacing Stockton’s previous arena at the San Joaquin County Fairgrounds. Oak Park Ice Rink provides an ice rink for public use; however, the rink is also home for the Stockton Colts Jr Hockey Club, Stockton Figure Skating Club, and serves as a practice facility for the Stockton Heat. Oak Park Ice Rink remains part of a small group of rinks within the Central Valley, and investments to the facility will allow Oak Park to continue operations for future generations.

 

In July 1991, City Council authorized the purchase of an electric ice resurface machine for the Oak Park Ice Rink, which has been in service for the last 29 years. During the last few months, staff has exhausted efforts to get the outdated machine to hold a charge. The inability to get the old Zamboni to operate again has caused an imminent need for replacement in order to resurface the ice for daily use.

 

 

 

Present Situation

 

Scheduled to conclude in May 2021, the chiller replacement project will install a new chiller and ice rink floor at Oak Park Ice Rink. When concluded, the new Zamboni will be utilized to resurface the new ice and will maintain the ice daily for all hockey, ice skating, and curling needs at the facility. With the purchase of the new Zamboni, the trade-in and disposal of the old Zamboni has been included in the purchase. 

 

In coordination with ASM Global, staff is seeking to purchase a new Zamboni 552AC Electric. The new Zamboni provides a fully emission-free operation during the recharging process.  It provides the ability to quickly charge between resurfacings, to maintain power, and to eliminate the necessity for overnight charging. With proper service, the anticipated life of the Zamboni is expected to be 15 to 20 years.

 

Pursuant to Stockton Municipal Code Section 3.68.070.A.5, relating to exceptions to competitive bidding requirements, the following findings support and justify the use of the Cooperative Purchasing Agreement with Sourcewell, for the purchase of the new Zamboni:

 

1.                     Sourcewell established Cooperative Purchasing Agreements with Zamboni for the purchase of ice resurface machines.

2.                     The bid specification used by Sourcewell has been assessed by the City’s Procurement Division as compatible to City standards.

3.                     Taking advantage of the leveraged procurement agreements negotiated by Sourcewell will save the administrative expense and time of the City staff conducting separate and prolongated procurement.

4.                     The specifications for the replacement equipment available through the Sourcewell contract meet the City’s requirements for equipment type.

5.                     The City is utilizing a Cooperative purchasing agreement authorized by the Council for the purchase of supplies or services through other governmental jurisdictions or public agencies in accordance with SMC section 3.68.070.A.5.

 

FINANCIAL SUMMARY

 

The total cost of the Zamboni is $152,831.18, as referenced in the Zamboni proposal (Attachment B) and will be funded by the Venues Operating budget for FY2020-21 currently in HTE Account No. 086-1731-590.20-66 (Munis Account No. 6040-411-630006-100-145-10-60-000-000).
