ADOPT RESOLUTION TO AUTHORIZE THE BRIDGE REHABILITATION AND REPLACEMENT PROGRAM PROJECT (MULTIPLE DISTRICTS - DISTRICT 2, DISTRICT 3, DISTRICT 4, DISTRICT 5, DISTRICT 6)

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Approve the Notice of Exemption No. NOE18-19 under the California Environmental Quality Act for the Bridge Rehabilitation and Replacement Program, Project No. WT17004/Federal Project No. BPMPL-5008(177).
2. Approve the plans and specifications for the Bridge Rehabilitation and Replacement Program, Project No. WT17004/Federal Project No. BPMPL-5008(177).
3. Award a Construction Contract in the amount of $1,226,272.50 to T.P.A. Construction, Inc. of Roseville, CA, for the Bridge Rehabilitation and Replacement Program, Project No. WT17004/Federal Project No. BPMPL-5008(177).
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The Bridge Preventative Maintenance Program (BPMP) is a federally funded program managed by the California Department of Transportation (Caltrans) and designed to assist local agencies in extending the life of their bridges. To take advantage of this program, local agencies must have a prioritized bridge preventative maintenance plan approved by Caltrans. The City’s BPMP was approved by Caltrans in 2017 and updated in 2025.
The project includes a mixture of erosion repairs, replacement of the asphalt approaches, deck sealing, and barrier replacement at six bridges identified on the approved BPMP (Attachment A). The project was included in the 2017-22 Five-Year Capital Improvement Plan (CIP).
On January 22, 2026, the City received six bids for this project. It is recommended that Council adopt a resolution to award a Construction Contract to the lowest responsive bidder, T.P.A. Construction, Inc., in the amount of $1,226,272.50. It is also recommended that Council adopt a resolution approving Notice of Exemption No. NOE18-19 under the California Environmental Quality Act (CEQA) and approving the plans and specifications for the project.
Construction is anticipated to be completed by summer 2027.
DISCUSSION
Background
The BPMP is a federally funded program managed by Caltrans and designed to assist local agencies in extending the life of their bridges. The program funds maintenance activities that are pre-approved by the Federal Highway Administration (FHWA). To utilize this program funding, local agencies must have a prioritized bridge preventative maintenance plan approved by Caltrans. The City’s BPMP was approved by Caltrans in 2017 and updated in 2025. The project was included in the 2017-22 Five-Year CIP.
In 2018, Caltrans authorized funding for the preliminary engineering phase of the Bridge Rehabilitation and Replacement Program project. The project includes a mixture of erosion repairs, replacement of the asphalt approaches, deck sealing, and barrier replacement at six bridges identified on the approved BPMP (Attachment A). The current project includes six bridges as follows:
1. Carolyn Weston Boulevard over French Camp Slough
2. Center Street over Stockton Channel
3. El Dorado Street over Calaveras River
4. El Dorado Street over Bianchi Road
5. Don Avenue over Mosher Slough
6. Feather River Drive over Fourteen Mile Slough
On November 6, 2018, by Resolution No. 2018-11-06-1110, Council awarded a Professional Services Contract in the amount of $202,973.33 to ADKO Engineering, Inc. of Roseville, CA, for design of the Bridge Rehabilitation and Replacement Program, Project No. WT17004/Federal Project No. BPMPL-5008(177). The design was completed; however, funding for construction was not available for programming by Caltrans until 2025. Caltrans recently programmed funding for the project which allowed staff to advertise the project for construction bids.
On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was not applied to this project as federal regulations prohibit the use of such agreements.
Present Situation
On November 25, 2025, the Bridge Rehabilitation and Replacement Program, Project No. WT17004/Federal Project No. BPMPL-5008(177), was advertised for bids.
On January 22, 2026, six bids were received with the following results:

The federal funding restrictions prohibit the use of the Local Employment Ordinance, Stockton Municipal Code (SMC) section 3.68.095, and the Local Business Preference Ordinance, SMC section 3.68.090.
The bid from T.P.A. Construction, Inc., the lowest responsive bidder, is regular in all respects and has the proper license to perform the work. It is recommended that Council adopt a resolution approving the plans and specifications and awarding a Construction Contract to T.P.A. Construction, Inc. in the amount of $1,226,272.50.
The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15301(c) of the CEQA Guidelines. The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment. The resolution will approve the filing of Notice of Exemption No. NOE18-19 under CEQA. Construction is anticipated to be completed by summer 2027.
FINANCIAL SUMMARY
There are sufficient funds available in the Bridge Rehabilitation and Replacement Program, Project No. WT17004/Federal Project No. BPMPL-5008(177), to award a Construction Contract to T.P.A. Construction, Inc. of Roseville, CA, in the amount of $1,226,272.50.
