Summary

 

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources to create a new civilian classification specification for Fire and Emergency Medical Services (EMS) Support Services Analyst. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications. A specification shall be deemed approved when the Director of Human Resources affixes his or her signature thereon and it is filed with the Secretary of the Commission.

 

This new classification specification stems from a request made by the Stockton Fire Department to establish this new analyst position to ensure compliance with regulatory requirements, maintain accurate records and reporting, and support operational readiness in highly regulated Fire and EMS program areas. 

 

DISCUSSION

 

Background

 

Pursuant to Stockton City Charter, Section 2537 Classified Service, “As the legislative body of the City, the Council may provide for the placing of any of the other employees of the City of Stockton, not mentioned or specified anywhere in this act, under civil service and under the jurisdiction of the Civil Service Commission. . .”

 

A draft classification specification for Fire and EMS Support Services Analyst was completed and is a single, non-sworn, classified position, non-exempt under the Fair Labor and Standards Act (FLSA) and represented by the Stockton City Employees’ Association bargaining unit. The draft was sent for review and the union concurred, expressing no concerns about proceeding (Attachment A).

 

Human Resources and the Fire Department brought to the City Council meeting of May 12, 2026, a resolution creating this new classified position. In the same resolution, Council was provided with the salary range for the position of Fire and EMS Support Services Analyst in accordance with Stockton Municipal Code section 2.36.040. The position was approved by unanimous vote of the Council on May 12, 2026.

 

The approved classification specification was signed by the Director of Human Resources on May 13, 2026, and is included in this report (Attachment B).

 

Present Situation

 

The Fire Department’s Division of Training and the EMS Division support core public safety functions that are highly regulated, audit-driven, and directly tied to operational readiness. Administrative support within these divisions requires advanced skills, expertise, technical accuracy, and familiarity with Fire and EMS-specific systems, terminology, and regulatory frameworks. The Fire and EMS Support Services Analyst will perform specialized clerical and administrative duties that support personnel certification, mandated training compliance, EMS licensure, onboarding of sworn personnel, and financial documentation associated with regulated programs, such as the California Firefighter Joint Apprenticeship Committee (Cal-JAC). Errors, omissions, or delays in these areas may result in a loss of funding eligibility or impact to emergency response staffing and service delivery. 

 

AUTHORITY

 

Rule IV, section 4(a) of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.

 

Per Rule IV, section 5(b) the Director of Human Resources shall approve all new or amended class specifications and file with the Secretary of the Commission.
