RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Authorize the City Manager, or designee, to accept an Office of Community Oriented Policing Services (COPS) Grant award allocation from the United States Department of Justice in the amount of $1,000,000; and
2. Authorize the City Manager, or designee, to execute all grant award documents as required by the United States Department of Justice and accept applicable terms and conditions; and
3. Amend the Fiscal Year 2026-27 Annual Budget to increase the Police Grants & Special Programs revenue and expenditure appropriation by $1,000,000; and
4. Authorize the City Manager, or designee, to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The United States Department of Justice’s Bureau of Justice Assistance (BJA) released a solicitation on June 2, 2026, for Fiscal Year (FY) 2026 for the COPS Technology and Equipment (TEP) Grant. The award provides funding to expand the implementation of community policing and crime prevention through the development and procurement of equipment, technologies, and interoperable communications. Funds awarded under the TEP project will be utilized to develop and acquire effective law enforcement equipment, technologies, and interoperable communications that assist in responding to and preventing crime. The grant performance period is from January 23, 2026, to January 31, 2028.
DISCUSSION
Background
In March 2024, the Stockton Police Department (SPD) began working with Congressman Josh Harder to identify project funding needs. The “Combatting Crime in Real Time” was the priority area. The Real Time Crime Center (RTCC) is a project that benefits from the collective expertise of its Crime Analysts, Camera Operators, Telecommunicators, and Police Officers using proven applications and technology by embedding crime analytics through its Telecommunications Center. The intent of the RTCC is to prevent crime, investigate, and apprehend criminals while gathering evidence to aid in the prosecution of those criminals. In July 2024, Congressman Harder submitted the funding request to the House Appropriations Committee on behalf of the City of Stockton.
On February 19, 2026, SPD received notification from the COPS Office awarding funds designated in the Consolidated Appropriations Act, 2026, in the amount of $1,000,000. SPD was required to submit a non-competitive grant application in July 2026 through COPS TEP.
Present Situation
Currently, SPD does not have a centralized hub for real-time intelligence and coordinated operations. Information moves through multiple units and systems, often resulting in inconsistent situational awareness and reactive responses. While these distributed functions support individual tasks effectively, the current structure does not provide a unified, citywide picture of emerging incidents or trends, creating a significant opportunity to strengthen coordination, accelerate decision-making, and enhance proactive problem-solving.
SPD proposes to establish a fully operational RTCC that enhances public safety through centralized intelligence, improved situational awareness, and more efficient deployment of resources. The RTCC aims to create a modernized operational framework that enables SPD to proactively address violent crime, respond more effectively to critical incidents, and expand problem-solving efforts across the city.
On September 25, 2026, SPD received notification from the COPS Office, awarding funds in the amount of $1,000,000.
FINANCIAL SUMMARY
The SPD’s Investigations Division will coordinate operations of the grant program. The grant program does not require matching funds. Revenue and expenditures will require an increase in appropriation to the FY 2026-27 Police Special Grants fund.
