Summary
The Consolidated Annual Performance and Evaluation Report (CAPER) serves to meet the performance reporting requirements of the United States Department of Housing and Urban Development (HUD) as set forth in the Consolidated Plan Regulations. The 2025-2026 CAPER describes the activities undertaken by the City utilizing HUD funds from July 1, 2025, to June 30, 2026 (Program Year). On September 10, 2026, a Public Review draft of the CAPER was published. As required by HUD, a 15-day public comment period and a public hearing must be held to solicit comments regarding the accomplishments reported within the 2025-2026 CAPER. The public comment period will close on September 24, 2026. Following the public hearing and the closure of the 15-day public comment period, the CAPER will be submitted to HUD by September 28, 2026, required deadline, (90 days following the end of the Program Year).
DISCUSSION
Background
The City of Stockton is an entitlement community under HUD’s Office of Community Planning and Development (CPD), receiving annual formula grant allocations under the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) Programs. As a condition of participation in receiving these entitlement program funds, the City must develop a series of plans and reports including a five-year Consolidated Plan, and Annual Action Plans and performance reports each year. The Consolidated Plan establishes goals and five-year objectives informed by a series of market analysis and community needs assessments. Then, each year an Annual Action Plan (AAP) is created which outlines the use of HUD funds and how they will be utilized in the coming year to address community needs listed in the five-year plan. Following the closing of each Program Year, the City must develop and submit the Consolidated Annual Performance and Evaluation Report (CAPER), providing a year-end report on the implementation of the AAP and the City’s progress in meeting the Consolidated Plan goals.
The current CAPER describes activities undertaken by the City during the HUD Program Year 2025-2026, beginning July 1, 2025, and ending June 30, 2026, using CDBG, ESG, and HOME funds. These programs fund community development efforts to improve housing and opportunities for low- and moderate-income residents of the City. The accomplishments reported in the draft CAPER were developed based on information provided by project managers and subrecipients, illustrating how the City funded and administered projects to address goals of the 2025- 2029 Consolidated Plan.
The Program Year 2025-2026 is the first year of the five-year 2025-2029 Consolidated Plan.
Present Situation
The City of Stockton utilized CDBG, HOME, and ESG funds to address the 2025-2029 Consolidated Plan needs and goals as follows, with a more detailed review of goals and accomplishments included in Attachment A - CAPER Goals & Accomplishments:

• Goal 2: Provide Services to Prevent & Reduce Homelessness
• Goal 3: Resilient Infrastructure & Public Facilities
• Goal 4: Healthy Neighborhoods & Residents
• Goal 5: Support Businesses
• Goal 6: Increase Access to Economic Opportunity
For Program Year 2025-2026, the City made available the annual HUD entitlement grant amounts along with prior-year rollover and program income funds to support the annual goals and objectives. The annual HUD entitlement resources awarded and expended are summarized in Attachment A - CAPER Goals & Objectives.
Community Participation
In conformance with HUD's requirements and the City’s Community Participation Plan (CPP), a notice of the public hearing for the draft CAPER was published in The Record on September 3, 2026, which also announced the 15-day public review period beginning on September 10, 2026. The draft CAPER was also posted on the City's website, shared via social media, and sent electronically via email lists, which includes various homeless services and affordable housing stakeholders. The public meeting being held on September 14, 2026, by the Community Development Committee (CDC) is to present the draft CAPER to the Committee and provide an opportunity for public comments. As part of the CPP process, the draft CAPER will be presented to the City Council on October 13, 2026, to provide an update on the City’s progress towards annual goals and objectives. Any public comments received during the 15-day public comment period and CDC public hearing will be included in the CAPER for submittal to HUD.
FINANCIAL SUMMARY
There is no impact to the General Fund. Submission of the CAPER is a federal requirement. Failure to submit this required report to HUD by the required deadline could jeopardize future CDBG, ESG, and HOME funds.
