It is recommended that the City Council adopt the proposed amendment to Chapter 4.03 of the Council Policy Manual regarding the Schedule and Location.

Summary

 

The Mayor requested that an item be agendized with a recommendation for Council to adopt changes to Chapter 4.03 of the Council Policy Manual. Those changes are presented for the full Council’s consideration.

 

DISCUSSION

 

Background

 

The Mayor requested Chapter 4.03 - Schedule and Location, Section 5, be updated to change the meeting start time from 5:30 p.m. to 1:00 p.m. and that the Closed Session commence either before or after the regular meeting.  The time of the Closed Session will be posted at the same time as the Regular Business Meeting.

 

Present Situation

 

The start time of the Stockton City Council meetings is at 5:30 p.m. in the Council Chamber at City Hall.  Many Big Cities and Counties start times are during regular business hours.  For example:

 

1.                     City of Fresno                                           9 a.m.

2.                     City of Los Angeles                                                                10 a.m.

3.                     City of San Diego                                                                 10:00 a.m.

4.                     City of Sacramento                                                                2 p.m & 5 p.m.

5.                     City of Riverside                                                                3 p.m.

6.                     City of Bakersfield                                                                3:13 p.m. & 5:30 p.m.

7.                     San Joaquin County                                            9:00 a.m.

 

Since January 2025, the Stockton City Council has held forty-eight (48) Council meetings, including special meetings, study sessions, and Swearing-In Ceremonies.  Nearly half of the council meetings adjourned after 10 p.m., with thirteen of those meetings ending after 11:15 p.m.

 

 

 

Changes consistent with the Mayor’s request were made to Chapter 4.03 and are reflected in the redline attachment (Attachment A - Council Policy Chapter 4.03 - Redline) for Council’s consideration.
