This discussion relates to potential changes to section 3.06.010 of the Council Policy Manual regarding ad hoc committees.

Summary

 

The Legislation and Environmental Committee Chair requested a discussion regarding Council Policy section 3.06.010, subsection (4)(C), Ad Hoc Committees (Attachment A). This discussion has been agendized to allow the Committee to discuss and direct staff regarding desired changes, if any.

 

DISCUSSION

 

Background

 

Council Policy section 3.06.010(4)(C) provides:

 

“Ad Hoc Committees. In addition to standing and special committees, the City Council shall from time to time establish ad hoc committees targeted toward specific issues. The ad hoc committees shall be established by resolution of the Council, with appointments to be made by the Mayor based on the expertise and expressed interest of the Councilmembers. The terms of the ad hoc committees shall not exceed one year unless reestablished or extended by resolution of the Council.”

 

Consistent with the above, Council ad hoc committees are formed via resolutions passed by the majority of the Council. The members of the committees are appointed by the Mayor. Because the committees are formed to address a specific issue, the term of the ad hoc committee is generally until the issue is addressed or resolved by the committee. However, the ad hoc committee terms cannot exceed one year unless reestablished or extended by resolution of the Council.

 

Additionally, City Charter section 1102(f), provides that the Mayor shall have the power “[t]o appoint, with the advice and consent of the Council, a Chairman, a Vice-Chairman, one regular member and one alternate member to each standing, special and ad hoc committee of the Council” (Attachment B). As the Charter is controlling, any changes to the Council Policy must be consistent with and subject to this requirement.

Staff seeks clarification and direction on desired changes to Council Policy section 3.06.010, if any.
