ADOPT RESOLUTION TO APPROPRIATE FUNDS AND AWARD A PROFESSIONAL SERVICES CONTRACT FOR THE B STREET ROUNDABOUTS PROJECT (DISTRICT 6)

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Appropriate funds in the amount of $51,040 from the Public Facility Fee Air Quality fund balance to the B Street Roundabouts, Project No. WT25053/Federal Project No. HSIPL-5008(225).
2. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.
3. Award a Professional Services Contract to Siegfried Engineering, Inc. of Stockton, CA, in the amount of $300,000 for design services, environmental documentation services, and construction support of the B Street Roundabouts, Project No. WT25053/Federal Project No. HSIPL-5008(225).
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The B Street Roundabouts project will convert the existing stop-controlled intersections at B Street/Boeing Way and B Street/Industrial Drive into modern roundabouts. The project will install two roundabouts at these intersections, Americans with Disabilities Act (ADA) compliant ramps, new streetlights, add interconnected Pan-Tilt-Zoom (PTZ) cameras, landscaping, install rectangular rapid flashing beacons (RRFBs), signage, roadway resurfacing, and curb, gutter, and sidewalk repair (Attachment A).
On March 14, 2025, the project was granted a total amount of $2,857,900 in Highway Safety Improvement Program (HSIP) funds, and the project was included in the 2026-31 Five-Year Capital Improvement Plan (CIP). Of this amount, $510,400 was allocated to the design (Preliminary Engineering phase) of the project. Based on the Benefit Cost Ratio, the federal contribution is $459,360 and the local match is $51,040, totaling $510,400.
On February 25, 2026, the City advertised a Request for Proposals (RFP) for design and preparation of environmental documents for the B Street Roundabouts, Project No. WT25053/Federal Project No. HSIPL-5008(225). On March 25, 2026, three firms submitted proposals for this project. The Selection Committee evaluated the proposals and found Siegfried Engineering, Inc. to be the most qualified and highest ranked firm for this project.
It is recommended that Council adopt a resolution appropriating funds and authorizing the City Manager to execute a Professional Services Contract in the amount of $300,000 with Siegfried Engineering, Inc. for design services, environmental documentation services, and construction support. It is anticipated that the design will be completed by summer 2028.
DISCUSSION
Background
The HSIP is a competitive federal-aid grant program established to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. These projects focus on infrastructure that become a priority based on identifiable collisions that could be reduced through safety countermeasures. Caltrans, Division of Local Assistance, manages California's local agency share of HSIP funds. The City submitted grant applications for multiple projects during the Cycle 12 funding call for project.
On March 14, 2025, the B Street Roundabouts project was granted a total amount of $2,857,900 in Cycle 12 HSIP funds. Of this amount, $510,400 was allocated to the design (Preliminary Engineering phase) of the project. Based on the Benefit Cost Ratio, the federal contribution is $459,360 and the local match is $51,040, totaling $510,400.
The B Street and Industrial Drive intersection has 24 recorded collisions between 2020 to 2022. Similarly, the B Street and Boeing Way intersection has a total of 25 collisions between 2015 to 2018. This area experiences high volumes of semi-trucks and other vehicles with visibility factors that impact vehicles and pedestrians approaching the intersections. The project was included in the 2026-31 Five-Year CIP.

Present Situation
On February 25, 2026, the City advertised an RFP for design of the B Street Roundabouts, Project No. WT25053/Federal Project No. HSIPL-5008(225). On March 25, 2026, three proposals were received from the following engineering firms:
• Siegfried Engineering, Inc. (Stockton, CA)
• Mark Thomas, Inc. (Sacramento, CA)
• WMH, Inc. (San Jose, CA)
The Selection Committee, comprised of Public Works staff, evaluated and ranked all proposals based on each firm’s understanding of work, experience with similar kinds of projects, staff qualifications and technical ability, project approach, and familiarity with federal transportation funding procedures.
Siegfried Engineering, Inc. received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project. Staff negotiated a fee in the amount of $300,000 with Siegfried Engineering, Inc. for design services, environmental documentation services, and construction support. The fee is approximately 13 percent of the total estimated construction cost, which is reasonable for a project of this type and complexity. It is anticipated that the design will be completed by summer 2028.
It is recommended that Council adopt a resolution appropriating funds and authorizing the City Manager to execute a Professional Services Contract in the amount of $300,000 with Siegfried Engineering, Inc. for design services, environmental documentation services, and construction support of the B Street Roundabouts, Project No. WT25053/Federal Project No. HSIPL-5008(225) (Attachment B).
Findings
Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:
1. The City does not have sufficient staff resources to design this project.
2. The scope of design services requires an engineering firm experienced in the design of roundabouts.
3. Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.
4. The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.
FINANCIAL SUMMARY
With the appropriation of funds in the amount of $51,040 from the Public Facility Fee Air Quality fund balance, there will be sufficient funding to award a Professional Services Contract to Siegfried Engineering, Inc. in the amount of $300,000.
