RECOMMENDATION
It is recommended that City Council approve by motion an agreement with Gospel Center Rescue Mission Inc. for a one-time transfer of funds in the amount of $150,000 from the City Council’s Fiscal Year 2023-24 Year-End Discretionary fund.
It is also recommended that the motion authorize the City Manager to take appropriate and necessary actions to carry out the purpose and intent of the motion.

Summary
Council approved Resolution 2025-04-15-1501 (Attachment A), which authorized the transfer of $150,000 from the City Council Fiscal Year 2023-24 Year-End Discretionary funds to the Gospel Center Rescue Mission Inc., a 501 (c)(3) organization, to assist with its funding shortfall.
Per Resolution 2025-04-15-1501, “An agreement with Gospel Center Rescue Mission, Inc. will be executed with Council approval at a future date.” Staff have prepared said agreement for Council’s approval.
DISCUSSION
Background
At the Council meeting on December 3, 2024, the City Council approved a resolution that authorized the appropriation of $3,000,000 in Council Priority Project Funds. On February 4, 2025, Council approved Resolution 2025-02-04-1213 which authorized an appropriation of $2,000,000 to Light Up Stockton. The Council directed the Budget/Finance/Economic Development Committee to discuss the use of the remaining $1,000,000 of Council Priority Project Funds. The committee met on February 19th and recommended that $850K go toward a neighborhood traffic calming program and $150K go toward supporting a budget shortfall at the Gospel Center Rescue Mission.
The Gospel Center Rescue Mission Inc., a nonprofit 501(c)(3), has been serving the homeless men, women, and children of San Joaquin County since 1940. Per its mission statement, the Gospel Center Rescue Mission, Inc. is a ministry to the people of San Joaquin County where the homeless and addicted in our community are presented the opportunity for spiritual, physical, emotional restoration and equitable inclusion through the love of Jesus Christ.
Present Situation
At the April 15, 2025, council meeting, the City Council considered and approved the appropriation of $1,000,000 from the FY 2023/24 Year-End Discretionary funds for Council priority projects. At that meeting, the council approved the appropriation and expenditure of these funds to pay for a neighborhood traffic calming program and to assist the Gospel Center Rescue Mission with covering a stated shortfall to help support its efforts to serve the unhoused population in Stockton.
In accordance with Council direction, staff have prepared an agreement (Attachment B) between the City and Gospel Center Rescue Mission (GCRM) which will transfer the approved $150,000 from the Fiscal Year 2023-24 Year-End Discretionary Fund. The agreement will provide a one-time payment of $150,000 to GCRM to be transferred within 30 days of execution of the agreement. GCRM must use these funds solely to support their operational or programmatic costs related to its core mission of serving the unhoused and addicted population in Stockton and San Joaquin County as detailed in the Agreement. GCRM will provide a brief final report on the outcome of this funding no later than June 30, 2026.
Findings
Pursuant to Stockton Municipal Code (SMC) 3.68.070, Council may approve findings which support an exception to the competitive bidding process. The following findings support and justify an exception:
1. Cases of Emergency. The City Council approved a resolution “Proclaiming a Local Emergency on Homelessness” in November 2024, which calls upon the City Manager to, among other things, “Collaborate with Community Based service providers to strategically contract subject matter expertise,” supporting rapid engagement with organizations actively addressing homelessness. The Gospel Center Rescue Mission provides direct services to individuals experiencing homelessness and is a key partner in advancing the City’s response.
2. This funding is supporting a clearly defined public purpose, which is to support a long-standing nonprofit providing shelter, recovery services, and wraparound care to the unhoused population in Stockton. Supporting this organization directly aligns with the Council’s priority of addressing homelessness.
3. Gospel Center Rescue Mission provides unique, integrated services on a single campus, including addiction treatment, emergency shelter, medical services, and workforce readiness. There are no equivalent providers with the same scale, scope, or location specific reach within Stockton’s downtown core.
FINANCIAL SUMMARY
This funding plan was proposed and approved as part of the Fiscal Year 2023-24 Year-End Discretionary Council Priority Projects.
