Adopt a resolution approving the weights of the examination and the contents of the job announcement for the promotional position of Firefighter Engineer.

DISCUSSION

 

Civil Service Rule VI, section 4(b) of the Police and Fire Employees Rules and Regulations provides, “The scope and content of the examination requirements, the weight of each portion of the examination, and whether seniority points will be allowed for the examination will be announced in the job announcement as authorized by resolution of the Civil Service Commission.”  Listed below are the requirements for the position of Firefighter Engineer:

 

MINIMUM QUALIFICATIONS

Equivalent to graduation from high school and two (2) years of experience as a Firefighter as of August 25, 2025.

 

EXAMINATION

The examination will consist of a written test and a manipulative exam, each weighted 50%. In order to obtain a passing score, candidates must receive a minimum score of 70% in each portion of the examination.  Written Test: passing may be other than an arithmetic seventy percent (70%).  Manipulative Exam: candidates must obtain a passing score on the manipulative test. If a safety violation occurs or equipment damage is incurred, the candidate will receive an automatic failure, or zero (0). Candidates must successfully complete all drills to receive a passing score.  In keeping with the Civil Service Rules and Regulations for Police and Fire Employees, a score of less than 70% on either portion of the examination will result in failure of the entire examination process.  Only candidates who have passed the written test will compete in the manipulative test.

 

SENIORITY POINTS

Candidates must pass all portions of the examination to be eligible for seniority points at the rate of 0.25 percent (0.25%) per year (or fractions thereof) of sworn service not to exceed a maximum of five (5.0) seniority points. Said points shall be added only to the eligible applicants’ total passing score.

 

SCOPE OF THE EXAMINATION

The written and manipulative examination may include, but may not be limited to, the following areas: 

 

Knowledge of: Operating principles and practices of modern fire pumps, aerial ladders, and fire vehicle components; Operating principles and components of fire suppression systems to include FDCs, fire pumps, shutoffs, pressure reducing devices, standpipes, sprinklers, combinations systems, and test valves; Principles of fire service hydraulics; Principles and practices of providing emergency medical care at the basic life support level; Operation and maintenance of a variety of fire apparatus and equipment; Applicable local, state and federal laws, codes, ordinances and regulations including California Vehicle Code; Safety practices and precautions pertaining to the work; Geographical layout of the City of Stockton and location of various fire suppression connections and fire hydrants.

 

A recommended reading list will be published on the promotional employment announcement.

 

The most recent eligible list for Firefighter Engineer is exhausted, and the Fire Department requests that a new list is established. The City Manager has approved the establishment of the above listed position, and staff will move forward with the recruitment and examination process for the position. Upon completion of the process, the examination summary and eligible list will be provided to you for your review and adoption at a future meeting.

 

AUTHORITY

 

Rule VI, sections 3 and 4 of the Civil Service Rules and Regulations for Police and Fire Employees requires the Civil Service Commission to approve by resolution the weights of examinations and the contents of the job announcement for all promotional examinations.
