DISCUSSION

Background

The Stockton Arts Commission is the arts advocacy agency of the City of Stockton. It serves as a catalyst to support, sustain, and strengthen the community by increasing awareness, opportunities, and involvement in arts and cultural activities. The Commission is established by the Stockton City Council and governed by City Ordinance, City Code, and Commission Bylaws.

Present Situation

It is recommended that the City Council remove Commissioner Maurice Spiller from the Stockton Arts Commission for failing to meet the attendance requirements as prescribed in Council Policy and the Commission Bylaws. Specifically, a Commissioner’s unexcused absence from either three consecutive regular meetings or five or more regular meetings in any twelve-month period results in the position being vacated, subject to City Council ratification. Commissioner Spiller has missed five meetings in the last rolling calendar year, including four consecutive meetings from April to July.

This action will create a vacancy on the Stockton Arts Commission. The vacancy will be filled in accordance with City procedures, requiring Mayor appointment and City Council approval.

FINANCIAL SUMMARY

There is no direct fiscal impact associated with this action, as members of the Stockton Arts Commission receive no remuneration.
