RECOMMENDATION
It is recommended that City Council adopt a resolution reestablishing an Ad-Hoc Homelessness Committee to serve in an advisory capacity and review proposals and progress on the efforts toward addressing homelessness within the City.

Summary
Homelessness is a significant priority for this Council. Stockton residents view homelessness as a humanitarian crisis affecting the quality of life of the entire city. The need for a resolution to this issue has never been greater. This committee will serve in an advisory capacity to review proposals and progress on efforts toward addressing homelessness within the City.
DISCUSSION
Background
Pursuant to Council Policy 3.06.010(4)(C), the Council by resolution may create Ad Hoc committees that are tasked with addressing specific issues. The members of the committee are appointed by the Mayor based on the expertise and expressed interest of the Councilmembers. The term of the committee may not exceed one year, unless reestablished or extended by resolution of the Council.
As stated in the introductory paragraph to Council Policy 3.06.010, the purpose of Council committees is to “provide detailed analysis and study matters, including public input, which are referred to the Committee by the City Council…and to provide the full Council with a report on its findings and recommendations. Delegation of such studies is essential to the efficiency of the City Council.”
On November 16, 2021, the City approved Resolution 2021-11-16-1208 establishing the City’s Ad-Hoc Committee on Homelessness, re-establishing it via Resolution 2023-08-22-1204 on August 22, 2023, and again on June 18, 2024, via Resolution 2024-06-18-1201.
Present Situation
City Council has been working towards maximizing City efforts to find solutions to homelessness within the City. The Council has determined that an Ad-Hoc Committee is necessary to create an effective long-term solution.
The attached Resolution re-establishes this Committee formalizing the scope and focus of the Committee, naming the participating members, setting forth the chair and vice chair, naming the alternate member of the Committee, and expiring at the end of the term, December 31, 2025.
The Committee will consist of Councilmembers Michele Padilla as Chair, Councilmember Villapudua as Vice Chair, Councilmember Mariela Ponce as a Member and with Councilmember Michael Blower the Alternative. The Committee will meet regularly at the discretion of the chair and will report to Council at the discretion of the chair.
FINANCIAL SUMMARY
The financial impacts, at this time, are limited to the staff time required to support the Committee.
