Staff recommends that Council adopt a resolution changing the City Council/Successor Agency to the Redevelopment Agency/Public Financing Authority/Parking Authority Concurrent meeting agenda title to “City Council and Concurrent Authorities” and adopting related changes to Council Policy 4.02 - Agendas

Summary

 

The current title for Council Meetings lists all meeting bodies that are held concurrently.  With additional meeting bodies, the title length has increased.  Staff recommends changing the title to “City Council and Concurrent Authorities” and reflecting the change in title as well as listing the Concurrent Authorities in Council Policy 4.02 - Agendas

 

DISCUSSION

 

Background

 

Prior to concurrency, each meeting body would have a separate agenda and meeting time.  To reduce the need for multiple meetings when the City Council must serve in another role, the City Council has authorized those meeting bodies to operate concurrently.  By having a concurrent agenda for all meeting bodies, the Council can facilitate the meetings using one agenda. 

 

Overtime, as additional meeting bodies were added, the Council agenda title has increased in length, creating the title as it reads today, “City Council/Successor Agency to the Redevelopment Agency/Public Financing Authority/Parking Authority Concurrent.”

 

Present Situation

 

Currently, the City Council is also operating as the Groundwater Sustainability Agency (GSA).  The Council Water Committee determined that it was unnecessary to add the GSA to the Council’s already lengthy title.  Adding the GSA would extend the title into a fifth line on the agenda header and require reformatting.  Without the GSA, there is lack of clarity that the Council may also operate as the GSA.

 

Rather than create a longer title, staff recommends changing the title to read “City Council and Concurrent Authorities” and reflecting the change in title as well as listing the Concurrent Authorities in Council Policy 4.02 - Agendas (Attachment A - CPM 4.02 redline). 

 

This update to Council Policy 4.02 will resolve all current authorities and any new bodies will be added after they are created through an update to this policy.
