APPOINTMENT OF CITY ATTORNEY

RECOMMENDATION
It is recommended that the City Council approve a resolution:
1. Appointing ________________ as City Attorney for the City of Stockton, subject to successful completion of a background check; and
2. Authorizing Mayor, on behalf of the City Council, to execute an employment contract with __________________ setting forth the conditions of employment and authorizing the Mayor to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.

DISCUSSION
Background
On January 14, 2026, the recruitment for the City Attorney position was posted on the City’s website. At the January 27, 2026, Council meeting, the Council widened the search to include advertising the recruitment through the League of California Cities, Careers in Government, LinkedIn, California Lawyers Association, San Joaquin County Bar Association, CalPELRA, CalOpps, Municipal Management Association of Northern California (MMANC), Government Jobs, and numerous local law schools, which focused on California. The recruitment brochure was emailed to more than 30 public sector Human Resources Departments and City Attorney Offices throughout California. Following the 45-day process, the Human Resources Department scheduled interviews for the qualified candidates, and the City Council conducted interviews on March 3, 2026.
Present Situation
The City Council now desires to authorize the appointment of ___________________ to the position of City Attorney subject to (1) successful completion of a background check, and (2) execution of an in substantially the same form as the Agreement attached as Exhibit 1 to the Resolution (the “Agreement”) and the Terms and conditions contained therein).
Conclusion
Council is asked to review and consider authorizing the appointment of ____________________ as City Attorney, subject to the terms and conditions of an employment contract in substantially the same form as the Agreement.

Sufficient funds are available in the Fiscal 2025-26 budget.
