AUTHORIZE GRANT AMENDMENT FOR THE SEXUAL ASSAULT LAW ENFORCEMENT SPECIALIZED UNITS PROGRAM

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Authorize acceptance of additional grant funding from the California Office of Emergency Services in the amount of $51,125, for the Sexual Assault Law Enforcement Specialized Units program;
2. Amend the Fiscal Year (FY) 2017-18 Annual Budget to increase the Police Grants & Special Programs expenditure and revenue appropriation by a total of $68,167, which includes a twenty-five percent local match in the amount of $17,042; and
3. Authorize the City Manager to execute all required contracts or agreements with the granting agency, provide additional information and furnish such documents as may be required, execute all documents and amendments or extensions pertaining to the grant project, and make all required appropriations in compliance with, and for the purposes stated in, the project contract; and
4. Authorize the City Manager to take all necessary and appropriate actions to carry out the purpose and intent of the resolution.

Summary
In April 2017, the California Office of Emergency Services (Cal OES) provided notification that additional funds were available. The Stockton Police Department (SPD) responded promptly, and on June 19, 2017, the Cal OES notified the SPD that its request for additional funding was granted. The award of $51,125 will extend the current grant period from June 30, 2017, through September 30, 2017. The funding will continue to enhance the collaborative effort currently in place between the SPD and the Women’s Center - Youth and Family Services (YFS) of San Joaquin County. As per the award, the grant requires a twenty-five percent local match. The matching funds are budgeted in the General Fund grant transfer account. The complete program total will be increased to $340,834.
DISCUSSION
Background
The SPD was one of two agencies selected during the competitive application for funding by Cal OES in FY 2015-16. Grant funding for the Sexual Assault Law Enforcement Specialized Units program covered a three-year funding cycle. The second year of funding, for the period of July 1, 2016, through June 30, 2017, in the amount of $204,500, required a twenty-five percent local match of $68,167, bringing the project total to $272,667.
On April 17, 2017, Cal OES notified the SPD that grant funding for the current Sexual Assault Grant would be increased and the grant period would be extended through September 30, 2017. The SPD submitted the Grant Subaward Amendment and was notified by Cal OES on June 19, 2017, that additional grant funding in the amount of $51,125 was approved for the period of July 1, 2016, through September 30, 2017. The SPD expects to receive the third-year request for proposal in August 2017.
Present Situation
The grant award period will be extended through September 30, 2017.Grant funds will be used to continue funding one Police Officer Investigator (100%), and fifty percent (50%) of one Community Service Officer assigned to the Sexual Assault Unit through September 30, 2017. Additionally, one Victim Advocate from the Women’s Center Youth & Family Services of San Joaquin County will also be funded through this period.
FINANCIAL SUMMARY
The additional funding of $68,167 will be appropriated in account number 025-6441 for a total project budget of $340,834. The additional funding includes an appropriation of $17,042 required as a twenty-five percent local match for the program. The grant performance period will also be extended through September 30, 2017. Sufficient funds are available for the $17,042 match in the General Fund grant match transfer Account No. 010-0000-992. The funds budgeted in this account are intended to cover match requirements such as this.
