RECOMMENDATION

 

It is recommended that the City Council adopt the proposed amendment to Chapter 4.06, section 4.06.020 of the Council Policy Manual regarding council comments.

Summary

 

On October 20, 2025, the Council Legislation/Environmental Committee reviewed, provided direction, and forwarded a recommendation that council adopt changes to Chapter 4.06, Section 4.06.020 of the Council Policy Manual. Those changes are now presented for the full Council’s consideration.

 

DISCUSSION

 

Background

 

On September 15, 2025, the Council Legislation/Environmental Committee discussed and proposed changes to Chapter 4.06, section 4.06.020. The discussion was led by the chair. After, the Committee directed staff to create a new subsection under Council Policy section 4.06.020 related to council comments, which are currently unregulated. The changes would impose:

 

                     A maximum time for council comments.

                     A vote requirement to skip council comments.

                     A process for requesting additional time for council comments.

 

On October 20, 2025, staff presented proposed amendments to Council Policy 4.06, consistent with the Committee’s previous direction. The Committee reviewed, considered, and voted to forward a recommendation for approval to the full Council. 

 

Present Situation

 

Consistent with Committee direction, the proposed redlines to Council Policy section 4.06, section 4.06.020 (Attachment A) are presented for council consideration.

There is no direct financial impact from the proposed amendments.
