APPROVE MOTION TO AUTHORIZE CONTRACT CHANGE ORDER NO. 2 FOR THE POOL AND WATER FILTER SYSTEM MAINTENANCE PROJECT

RECOMMENDATION
It is recommended that the City Council approve a motion to authorize Contract Change Order No. 2, in the amount of $179,589, with All Seasons Pool Service of Lodi, CA, for the Pool and Water Filter System Maintenance, Project No. OM-22-016.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
On March 22, 2022, by Resolution No. 2022-03-22-1218, Council awarded a Service Contract in the amount of $830,683 to All Seasons Pool Service of Lodi, CA, for the Pool and Water Filter System Maintenance, Project No. OM-22-016. The Service Contract included maintenance of the swimming pools located at Brooking, Holiday, Oak, and Sousa Parks.
On April 21, 2025, Public Works executed Contract Change Order (CCO) No. 1 with All Seasons Pool Service of Lodi, CA, to provide added maintenance of the renovated pool at McKinley Park.
CCO No. 2 is required to add maintenance of the pool and splash pad at Victory Park.
It is recommended that Council approve CCO No. 2 in the amount of $179,589 with All Seasons Pool Service for the Pool and Water Filter System Maintenance project (Attachment A). The revised contract amount will be $1,102,680.
DISCUSSION
Background
Public Works is responsible for the maintenance of seven pools located at McKinley, Oak, Sousa, Victory, Brooking, Holiday, and Sherwood Parks. The pool at Sherwood Park is operated and maintained by a homeowner’s association (HOA) since it was constructed.
On March 22, 2022, by Resolution No. 2022-03-22-1218, Council awarded a Service Contract in the amount of $830,683 to All Seasons Pool Service of Lodi, CA, for pool maintenance at Brooking, Holiday, Oak, and Sousa pools. McKinley and Victory Parks pools were not in operation at the time of the award.
On April 21, 2025, Public Works executed CCO No. 1, in the amount of $92,408, with All Seasons Pool Service to provide added maintenance of the renovated pool at McKinley Park.
Present Situation
CCO No. 2 provides for maintenance of the pool and splash pad at Victory Park. Victory Park pool was not in operation when the contract was initially awarded to All Seasons Pool Service. Construction of the pool is anticipated to be completed by summer of 2025.
Council approval is required for CCO No. 2, in the amount of $179,589, as the cumulative amount exceeds the administrative change order authority allowed under the existing contract.
It is recommended that Council approve CCO No. 2 in the amount of $179,589 with All Seasons Pool Service for the Pool and Water Filter System Maintenance project (Attachment A). The revised contract amount will be $1,102,680.
FINANCIAL SUMMARY
The Service Contract with All Seasons Pool Service for the Pool and Water Filter System Maintenance, Project No. OM-22-016, is funded from the Community Services Department’s Recreation operations budget. Sufficient funding is available for the first year of the proposed Service Contract. Future funding will be allocated during the annual budget process.
There is no additional impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
