Summary

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specifications for Administrative Analyst I (Confidential), Administrative Analyst II (Confidential), Agenda Coordinator, Auditor (Confidential), Benefits Analyst, Deferred Compensation Specialist, Human Resources Assistant I, Human Resources Assistant II, Human Resources Specialist, Human Resources Technician, Office Assistant I (Confidential), Office Assistant II (Confidential), Office Assistant I (Legal), Office Assistant II (Legal), Office Specialist (Confidential), Office Specialist (Legal), Risk/Loss Specialist, Secretary (Confidential), Senior Administrative Analyst (Confidential), Senior Office Assistant (Confidential), and Supervising Office Assistant (Confidential) from classified service to unclassified service following approval by the City Council.

 

DISCUSSION

Background

Amendments to the above class specifications are a result of Council Resolution 2024-12-03-1214 signed on December 3, 2024.

Per City Charter, Article XXV, Sections 2500 and 2501 (Attachments A and B) employees within the Fire and Police Departments (with the exception of the Fire Chief, Chief of Police, Deputy Chief of Police, and Deputy Fire Chief) shall be placed within classified service. The City Charter does not mandate class specifications that work outside of Police and Fire to hold classified service. 

The approved change will not affect the use of these classifications within the Police and Fire Departments. Classifications that are utilized within the Police and Fire Departments will include a provision notating that positions assigned within Police and Fire are classified.

 

Present Situation

Staff recommended and City Council agreed to amend the above-named non-Fire and Police specifications from classified to unclassified service under its authority to create a list for classified service under City Charter Section 2537 (Attachment C). These amendments will assist the City in recruitment efforts by increasing efficiency and expediency in our hiring process. These changes are necessary steps in a changing job market where coveted, qualified candidates are becoming harder to recruit and retain. Delays, of even a few days, are often the deal breaker that have caused the City to lose out of prime potential candidates. The Human Resources Department will still maintain a competitive process to select only the most qualified candidates but the exclusion of these classifications from classified service will allow the City to be better positioned against our direct competitors in the market who are able to hire without the delay caused by waiting to establish eligibility lists.
