The Municipal Utilities Department (MUD) operates and maintains the Regional Wastewater Control Facility (RWCF), responsible for the collection, treatment and disposal of wastewater. The RWCF secondary treatment process includes the use of biotower filtration systems to improve wastewater quality.
Under normal operations, sewer pump and motor replacements are part of the regular maintenance program required to keep the treatment plant in operation. Staff solicited three bids for a replacement pump and motor for the Biotower #2 wastewater pump. Bids were received from Delta Pump Co. of Stockton, CA; Pump Repair Service Co. of San Francisco, CA; and Universal Pump and Supply Inc. of Stockton, CA. The bid received from Pump Repair Service Co. is the lowest responsive bid and regular in all aspects.

DISCUSSION
Background
The City owns and operates the RWCF to receive, treat, and discharge wastewater from the greater Stockton area to the San Joaquin River. Biotower filtration systems provide biological treatment of the wastewater as part of the treatment process.
The biotowers use wastewater pumps to move treated wastewater to tertiary treatment at the RWCF. The pumps at the RWCF are replaced at the end of their useful life in accordance with a pump maintenance program.
