Summary
No documented procedure describes the methodology or process used to develop and structure the Measure A agenda. However, the Measure A Committee has historically followed the procedure applicable to the City Council located in Chapter 4.02 of the Council Policy Manual (Attachment A). Under the Council procedure as applied to the Measure A Committee, an item may be placed on the agenda by the City Manager or the Committee Chair. (Council Policy Manual 4.02.010 (6).) A Committee member may request that the Chair place an item on the agenda. (Council Policy Manual 4.02.010 (6).) Alternatively, a Committee member may request for an item to be placed on the agenda during an open session if at least one other Committee member makes the request. (Council Policy Manual 4.02.010 (6).)
The October 23, 2025 Committee meeting was reviewed to determine how the agenda items were developed based on requests made during the meeting. During Agenda Item No.5 - Discussion of Items for the Next Agenda, items for a future agenda were requested and seconded, and items were tabled from the prior meeting pending receipt of updated financial information.
The proposed agenda was distributed to the Measure A Committee on May 5, 2026, for review, discussion, and approval prior to the June 1, 2026, meeting.
