...body

Summary

Based on engagement feedback, CAPAC will review and vote to finalize their selection of transportation and energy sector actions to be included in the final Stockton Comprehensive Climate Action and Adaptation Plan (CCAP).

DISCUSSION

Background

The list of suggested mitigation actions has been developed based on the GHG inventory, community feedback via workshop and online survey, jurisdiction input, and existing plans. The CAPAC reviewed the list at its August 1, 2025, and September 17, 2025, meetings.

To prepare the final list of actions to be analyzed and included in the CCAP, the CAPAC must agree and vote to finalize and identify which actions from each will be included in the CCAP. The sectors include 1) Transportation, 2) Building Energy, 3) Electricity Generation, 4) Solid Waste, 4) Solid Waste/ Wastewater, 5) Off-road, 6) Water Supply, 7) Agriculture, 8) Sequestration and 9) Cross-cutting. With transportation contributing 51% of GHG emission in the region and energy (residential, commercial and industrial) contributing a combined 19% of GHG regional emissions these sectors represent the highest and the most common mitigation sources for reduction and benefit to the community.

Present Situation

The technical consultant has provided community feedback and survey results for both transportation and energy sectors, including the number of respondents. Based on data as identified in the GHG inventory these sectors represent the highest source of GHG emissions from transportation and the most common source of GHG emissions from energy. City staff have determined that because these are the most common GHG emission sectors, the transportation and energy sections are a good starting place for the action finalization process. Identifying these actions first will allow the consultant adequate time to perform a thorough analysis on impact, benefit, feasibility, workforce development, authority to implement, financing and modeling. These actions will be included in the final Climate Action and Adaptation Plan.

Action selection for the remaining sectors will be conducted in subsequent meetings until actions for each sector are finalized via vote.

FINANCIAL SUMMARY

This action will have no direct financial impact on the City Departments.
