Summary
On August 1, 2025, the CAPAC selected 44 greenhouse gas mitigation (GHG) actions. Now, based on the recommendation of the technical consultant, AECOM, the CAPAC needs to reduce the total number from 44 to 38. On August 1, 2025, the CAPAC came to consensus on how to accomplish the reduction, which was to deprioritize four actions and to combine four other actions into two as reflected in staff’s recommended action.
DISCUSSION
Background
Based on community and stakeholder feedback and review of current plans and policies, the technical consultant, AECOM, developed and presented a list of 44 suggested mitigation actions. These actions were reviewed with the CAPAC on August 1, 2025. At that meeting, AECOM advised the CAPAC that the actions must be reduced to 40 or less to properly perform the required detailed analysis. The CAPAC then made an initial determination which actions would be de-prioritized and/ or combined to reduce the list of 44 down to 38 actions. CAPAC also discussed the list at the September 17, 2025, meeting, where AECOM informed the CAPAC that the reduced list would be used and presented to the community for additional comment and feasibility.
Present Situation
The public did not have substantive comments regarding the reduced list of mitigation actions. Accordingly, staff recommend memorializing the reduction from 44 to 38 actions as follows:
• Deprioritize: EG.3-Join Community Choice Energy Program, T.3-Expand electric bikeshare program, T.13-Revise parking standards (shared parking, preferred parking, etc.), and T.20-Install Hydrogen fueling infrastructure); and
• Combine: W.2-Provide assistance for food recovery programs with W.3-Develop waste diversion enforcement program; and T.2-Expand bike networks and facilities with T.8-Provide last-mile solutions to transit.
FINANCIAL SUMMARY
This action will have no direct financial impact on the City Departments.
