It is recommended that the City Council adopt the proposed amendment to Chapter 3.06 of the Council Policy Manual regarding ad hoc committees.

Summary
On September 15, 2025, the Council Legislation/Environmental Committee reviewed, provided direction, and forwarded a recommendation that Council adopt changes to Chapter 3.06, Section 3.06.010(4)(C) of the Council Policy Manual. Those changes are presented for the full Council’s consideration.
DISCUSSION
Background
During the August 25, 2025, Council Legislation/Environmental Committee Meeting proposed changes to Chapter 3.06, Section 3.06.010(4)(C) were discussed by the Committee and direction was received by staff regarding modifications to the policy as follows:
- Specify that a majority vote is required for the creation of an Ad Hoc Committee
- Add criteria for the appointment of members
- Create specific dissolution rules and a requirement to report back to Council
Present Situation
At the September 15, 20205, Committee meeting, staff presented proposed amendments to Council Policy 3.06- Ad Hoc Committees, consistent with the Committee’s previous direction.
