body
Summary
Light Up Stockton is a multi-phase project that addresses non-functioning streetlights and underlit neighborhoods Citywide. Phase 1 addressed non-functioning streetlights due to mechanical issues and/or vandalism. Phase 1 also included converting 133 decorative streetlights in downtown Stockton from High-Pressure Sodium (HPS) to Light Emitting Diode (LED) lights.
The Citywide Streetlight Assessment, Project No. WT25041, is Phase 2 of the Light Up Stockton, Project No. WD25046 (Attachment A) and will produce a Citywide photometric study identifying areas where potential lighting upgrades, new services, or solar options are recommended. The assessment will also include a phasing plan based on identified priorities as well as potential funding sources for future design and construction.
On February 14, 2025, the City advertised a Request for Proposals (RFP) for professional engineering services for the Citywide Streetlight Assessment, Project No. WT25041. On April 10, 2025, three firms submitted proposals for this project. The Selection Committee evaluated the proposals and found Evari Consulting, Inc. to be the most qualified and highest ranked firm.
It is recommended that Council adopt a resolution transferring funds and authorizing the City Manager to execute a Professional Services Contract in the amount of $249,976 with Evari Consulting, Inc. for professional engineering services. It is anticipated that the project will be completed by July 2027.
DISCUSSION
Background
The City is responsible for the operation and maintenance of approximately 20,089 streetlights. On February 4, 2025, by Resolution No. 2025-02-04-1213, Council approved the Light Up Stockton, Project No. WD25046, to address streetlight repairs and upgrades throughout the City. This Citywide Streetlight Assessment is a part of the Light Up Stockton project (Attachment A).
The City contracted with Kimley-Horn and Associates, Inc. in Phase 1 to perform nighttime drives throughout the entire City to determine the status of all existing streetlights. Kimley-Horn and Associates, Inc. produced a report with extensive data detailing their findings and light level readings at selected locations. The information collected was used to aid maintenance staff in repairing streetlights and will also be used in Phase 2 of the Citywide Streetlight Assessment.
Phase 2 will produce a Citywide photometric study identifying areas where potential lighting upgrades, new services, or solar options are recommended. The assessment will also include a phasing plan based on identified priorities as well as potential funding sources for future design and construction.
Present Situation
On February 14, 2025, the City advertised an RFP for the Citywide Streetlight Assessment, Project No. WT25041. On April 10, 2025, three proposals were received from the following firms:
* Evari Consulting, Inc. (San Diego, CA)
* Kimley-Horn and Associates, Inc. (Oakland, CA)
* TJKM (Pleasanton, CA)
The Selection Committee, comprised of Public Works' staff, evaluated and ranked all proposals based on each firm's understanding of work, experience with similar kinds of projects, staff qualifications and technical ability, and project approach.
Evari Consulting, Inc. received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project. Staff negotiated a fee in the amount of $249,976 with Evari Consulting, Inc. for professional engineering services.
Findings
Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process.
These findings include:
1. The City does not have sufficient expertise or staff resources to complete the assessment.
2. Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.
3. The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.
FINANCIAL SUMMARY
With the transfer of funds in the amount of $227,000 from the Light Up Stockton, Project No. WD25046, and the transfer of funds in the amount of $25,000 from the Repair Streetlights Out, Project No. WD25047, to the Citywide Streetlight Assessment, Project No. WT25041, there will be sufficient funding to award a Professional Services Contract in the amount of $249,976 to Evari Consulting, Inc. for the project.
