Summary

The Municipal Utilities Department (MUD) is comprised of three enterprise funds including Water, Wastewater and Stormwater Utilities. The Stormwater Utility consists of 77 pump stations, more than 600 miles of pipeline, and 22,500 drain inlets that route stormwater from city streets into local basins and waterways.

The Alexandria & Fourteen Mile Storm Pump Station conveys stormwater from the adjacent roadways within the Quail Lakes area and discharges into Fourteen Mile Slough. During a storm event in January 2023, the storm pump engine overheated and caught fire after running for an extended period due to heavy rainfall. Staff purchased a new electric motor to replace the antiquated engine. Before the new electric motor is installed, it is necessary to upgrade the pump station electrical infrastructure to support the increased power demand.

If approved by the City Council, this action will authorize a construction contract in the amount of $381,497 to Bockmon & Woody Electric Co., Inc. of Stockton, CA, for the Alexandria & Fourteen Mile Storm Pump Station Electrical Upgrades.

DISCUSSION

Background

The Alexandria & Fourteen Mile Storm Pump Station provides stormwater removal from the adjacent roadways in the Quail Lakes area and discharges into Fourteen Mile Slough.

As a result of heavy rainfall during the January 2023 storm event, the natural gas fired engine driving the storm pump overheated and caught fire due to an excessive running time of over 100 hours. The engine is more than 50 years old, lacks available parts and is unable to meet current air emission requirements.

As a result, staff purchased a new electric motor suitable to operate the pump. Staff also hired an electrical engineer to design the electrical upgrades necessary to accommodate the increased power demand required by the new electric motor.

On June 5, 2025, the Alexandria & Fourteen Mile Storm Pump Station Electrical Upgrades project was advertised in the Stockton "Record" and on the City Bid Flash webpage. Additionally, staff mailed a notice with a brief project description to 111 contractors holding a Class "A" and "C-10" license and emailed Ask Stockton notifications to companies that subscribe to receive new requests for bids, proposals, and contracts.

Present Situation

On June 19, 2025, four companies including Bockmon & Woody Electric Co., Inc., Fusion Electric, NCECI, and D.L. Payne, Inc. attended a non-mandatory pre-bid conference.

On July 3, 2025, the City Clerk publicly opened the following four sealed bids:

COMPANY NAME
LOCATION
BID PRICE
Bockmon & Woody Electric Co., Inc.
Stockton, CA
$381,497.00
Telstar Instruments
Sacramento, CA
$488,747.00
Con J Franke Electric, Inc.
Stockton, CA
$531,700.00
Big Valley Electric
Copperopolis, CA
$647,000.00

Bockmon & Woody Electric Co., Inc. of Stockton, CA, submitted the lowest bid. The bid is regular in all aspects and complies with the project specifications.

The Local Preference Ordinance, which states that "preference shall be given to the purchase of supplies, materials, equipment, and contractual services from local merchants, quality and price being equal," does not impact the bid results.

If approved by the City Council, this action will award a $381,497 construction contract to Bockmon & Woody Electric Co., Inc. of Stockton, CA, for the Alexandria & Fourteen Mile Storm Pump Station Electrical Upgrades.

Local Employment Ordinance

The contract amount is over $100,000 and subject to the Local Employment Ordinance, which requires that "all City contracts for public works or improvements of estimated value or City subsidy of $100,000 or more shall contain provisions pursuant to which the contractor promises to make a good faith effort, with the assistance of local labor union hiring halls or community organizations designated by the City to employ qualified individuals who are, and have been for one year prior to the effective date of the contract, residents of Stockton in sufficient numbers so that no less than 50 percent of the contractor's total construction workforce, including any subcontractor workforce, measured in labor work hours, is comprised of Stockton residents."

The project is under $1,000,000 and not subject to the Community Workforce and Training Agreement.

Environmental Clearance

It has been determined that this project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) guidelines as specified under Article 19, Section 15301 (b) of the CEQA guidelines because it involves existing facilities and their repair to meet current standards of public health and safety.

In addition, the proposed project is consistent with the 2040 Stockton General Plan (Land Use Policy 6.3) because it improves existing utility services to ensure that all neighborhoods have access to well-maintained public facilities and utilities that meet community service needs.

If approved by the City Council, this action will prompt staff to file and post the approved Notice of Exemption to comply with CEQA Guidelines section 15062.

FINANCIAL SUMMARY

The Storm Drain Systems Emergency Project No. US24005 provides funding for the emergency repair and rehabilitation of storm drainpipe and pump station equipment failures due to unforeseen conditions.

Staff request that $381,497 from this emergency project be transferred to the Alexandria & Fourteen Mile Storm Pump Station Electrical Upgrades Project No. US24001 (6518-000-800007-620-621-00-65-000-000) to award the construction contract totaling $381,497.

Staff have also submitted an application to the Federal Emergency Management Agency for a reimbursement of costs incurred due to damages from the January 2023 storm event.

This action has no impact on the General Fund or any other unrestricted funds.
