Summary

The Consolidated Annual Performance and Evaluation Report (CAPER) serves to meet the performance reporting requirements of the United States Department of Housing and Urban Development (HUD) as set forth in the Consolidated Plan Regulations. On September 8, 2025, a Public Review draft of the CAPER was published for a 15-day public comment period. The 2024-2025 CAPER describes the activities undertaken by the City utilizing HUD funds from July 1, 2024 to June 30, 2025 (Program Year).

As required by HUD, a 15-day public comment period and a public hearing must be held to solicit comments regarding the accomplishments reported within the 2024-2025 CAPER. The public comment period was opened on September 8, 2025, and is set to close on September 23, 2025, upon the closure of the public hearing. Following the public hearing and the closure of the 15-day public comment period, the CAPER must be submitted to HUD by September 28, 2025 (90 days following the end of the Program Year).

DISCUSSION

Background

The City of Stockton is an entitlement community under HUD’s Office of Community Planning and Development (CPD), receiving annual formula grant allocations under the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) Programs. As a condition to participate and receive these entitlement program funds, the City must develop a series of plans and reports including a five-year Consolidated Plan that establishes goals and five-year objectives informed by a series of market analysis and community needs assessments, followed by annually submitting an Annual Action Plan (AAP) for each HUD Program Year which outlines the use of HUD funds to address community needs. Following the closing of each Program Year, recipients must develop and submit the Consolidated Annual Performance and Evaluation Report (CAPER), providing a year-end report on the implementation of the AAP and the City’s progress in meeting the Consolidated Plan goals.

The CAPER describes activities undertaken by the City during the HUD Program Year 2024-2025, beginning July 1, 2024 and ending June 30, 2025, using CDBG, ESG, and HOME funds.  These programs fund community development efforts to improve housing and opportunities for low- and moderate-income residents of the City. The accomplishments reported in the draft CAPER were developed based on information provided by project managers and subrecipients, illustrating how the City funded and administered projects to address goals of the 2020- 2024 Consolidated Plan.

The Program Year 2024-2025 is the fifth year of the five-year 2020-2024 Consolidated Plan.  While this CAPER focuses on the accomplishments of the fifth Program Year (2024-2025), this report also provides a summary and highlight of accomplishments during the five-year Consolidated Plan period

Present Situation

For Program Year 2024-2025, the City was awarded the following HUD entitlement grant amounts:

•                     CDBG: $3,240,738

•                     HOME: $1,393,227.48

•                     ESG: $283,046

The City of Stockton continued to use CDBG, HOME, and ESG funds to address the 2020-2025 Consolidated Plan needs and goals as follows, with a more detailed review of goals and outcomes included in  Exhibit 1, the draft 2024-25 CAPER :

•                     Goal 1: Provide housing and supportive services for the City’s homeless populations

•                     Goal 2: Preserve, improve, and expand the supply of decent affordable housing for lower-income households

•                     Goal 3: Promote economic development activities that create, attract, and retain jobs and promote economic activity and vitality

•                     Goal 4: Ensure the provision of high-quality public services to support ongoing community development

Five-Year Year Accomplishments

During the five-year Consolidated Plan period (Program Years 2020-2024), the City received the following resources:

The following table represents the City’s five-year goals and accomplishments during the 2020-2024 Consolidated Plan period:

*This goal indicator should not have been established under the “Housing and Services for the Homeless” goal. It is likely that accomplishments originally intended for this goal were reported under the CDBG Public Services goal, which may explain why 0 accomplishments were reported during the 5 years in this section.

**This goal indicator was intended for property acquisition. Although there have been recent acquisition activities, they are not yet completed, but 5 are currently pending.

CARES Act Resources

The following is a summary of CARES Act resources that came into the community during the Consolidated Plan period:

In response to the COVID-19 pandemic, the $2.2 trillion CARES Act stimulus package was signed into law on March 27, 2020 allocating $5 billion in Community Development Block Grant (CDBG) supplemental funding and $4 billion in Emergency Solutions Grant (ESG) supplemental funding to states, counties, and local jurisdictions. On March 11, 2021, the American Rescue Plan Act of 2021 was signed into law, appropriating nearly $5 billion to the HOME program for states, counties, and local jurisdictions to administer.

In efforts to assist communities address the COVID-19 pandemic emergency, in 2020, the City of Stockton was awarded the following CARES Act funding to prevent, prepare for, and respond to the COVID-19 pandemic:

•                     $3,876,349 in CDBG CARES Act (CDBG-CV)

•                     $6,276,046.72 in ESG CARES Act (ESG-CV)

•                     $6,380,677 in HOME American Rescue Plan Act (HOME-ARP)

CDBG-CV, ESG-CV, and HOME-ARP funds were used to address urgent needs of the community as a result of the COVID-19 pandemic. Citizen Participation

In conformance with HUD's requirements and the City’s Community Participation Plan (CPP), a notice of the public hearing for the draft CAPER was published in The Record on September 8, 2025, which began the 15-day public review period. The draft CAPER was also posted on the City's website, shared via social media, and sent electronically via email lists, which includes various homeless services and affordable housing stakeholders.

A public meeting was held on September 18, 2025, by the Community Development Committee (CDC) to present the draft CAPER to the Committee and provide an opportunity for public comment. As part of the CPP process, the draft CAPER is being presented to the City Council on September 23, 2025, to hold a public hearing which provides an additional opportunity for public comment. Any public comments received during the 15-day public comment period, CDC public meeting, and the September 23, 2025 public hearing will be included in the CAPER for submittal to HUD.

FINANCIAL SUMMARY

There is no impact to the General Fund.  Submission of the CAPER is a federal requirement.  Failure to submit this required report to HUD by the required deadline could jeopardize future CDBG, ESG, and HOME funds
