recommended action
RECOMMENDATION

It is recommended that the City Council adopt a resolution to:

1. Transfer funds in the amount of $46,000 from the Grant Match, Project No. WT21016, to the Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity, Project No. WT24037/ATPSB1L-5008(205).

Summary

The Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity project received Active Transportation Program (ATP) funding. The project is located along Alpine Avenue between Ryde Avenue and Pershing Avenue, and Mendocino Avenue between Pershing Avenue and Kensington Way (Attachment A). The project is a joint City-San Joaquin County (County) project, as a little less than a mile of the project is within County jurisdiction. The project will install Class II buffered bicycle lanes, Class IV two-way cycle track, high visibility crosswalks, a Rapid Rectangular Flashing Beacon (RRFB), and other pedestrian and bicycle related safety features. In addition, a new traffic signal will be installed at the intersection of Pershing Avenue and Mendocino Avenue, and a few key intersections will be restriped for better traffic coordination.

California Environmental Quality Act (CEQA) clearance is required before staff can request the funding allocation for the design phase from the California Transportation Commission (CTC). The environmental documentation process is complete, and the project was determined to be exempt under the CEQA Guidelines.

It is recommended that Council adopt a resolution transferring funds, authorizing staff to request the funding allocation for the design phase from the CTC, and approving Notice of Exemption No. NOE34-25 under CEQA for the Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity, Project No. WT24037/ATPSB1L-5008(205). Design is anticipated to start in the first quarter of 2026.

DISCUSSION

Background

ATP is a State grant program created in 2013 by Senate Bill 99 and Assembly Bill 101. This program encourages increased use of active modes of transportation, such as bicycling and walking. This program has both statewide and regional competitive levels of funding. Statewide competitive funds are administered by Caltrans, while San Joaquin Council of Governments administers the regional competitive funds. ATP projects go through the CTC for project programing, funding allocation, and extension approval.

In March 2022, Caltrans announced a call for projects for the 2023 ATP Cycle 6. In June 2022, the City submitted six grant applications to Caltrans for Cycle 6 of the ATP grant program. The City was awarded funding for two projects, including the Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity, Project No. WT24037/ATPSB1L-5008(205). This project is located along Alpine Avenue between Ryde Avenue and Pershing Avenue, and Mendocino Avenue between Pershing and Kensington Way (Attachment A). This project is a joint City-County project, as a little less than a mile of the project is within County jurisdiction.

The project will install Class II buffered bicycle lanes, Class IV two-way cycle track, high visibility crosswalks, a RRFB, and other pedestrian and bicycle related safety features. In addition, a new traffic signal will be installed at the intersection of Pershing Avenue and Mendocino Avenue, and a few key intersections will be restriped for better traffic coordination.

In December 2022, the Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity, Project No. WT24037/ATPSB1L-5008(205), was approved by the CTC for 2023 ATP Cycle 6 State funding for Project Approval & Environmental Documentation (PA&ED), plans, specifications, and estimates (PS&E), right of way (ROW), and construction. The project was awarded $7,403,000 in State ATP funds. City matching funds in the amount of $835,000 was required for the project. The County will be providing their proportionate share of the required local funds for improvements within their jurisdiction.

In August 2023, the CTC approved a partial allocation of funds for the PA&ED phase only in the amount of $389,000. In September 2024, by Resolution No. 2024-09-17-1211, Council awarded a Professional Services Contract to HDR Engineering, Inc., in the amount of $337,935.51, for the completion of the PA&ED. In addition, Council also authorized the City Manager to execute a City-County Cooperative Agreement in the amount of $58,450, for the County's proportionate share of the project matching funds.

Since this project is funded with State ATP dollars, the National Environmental Policy Act and Disadvantaged Business Enterprise program rules do not apply.

Present Situation

HDR Engineering, Inc. recently completed the environmental documentation process. In order to request the next funding allocation from the CTC for final design, the environmental documentation must be completed for the project.

The project is in conformance with the City's General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15301(c) of the CEQA Guidelines. The activities related to this project constitute a discretionary project under the City's jurisdiction and qualifies as a project that does not have a significant effect on the environment. The resolution will approve the filing of Notice of Exemption No. NOE34-25 under CEQA, enabling staff to request PS&E and ROW funding from the CTC for the Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity, Project No. WT24037/ATPSB1L-5008(205).

It is recommended that Council adopt a resolution transferring funds, authorizing staff to request the funding allocation for the design phase (PS&E and ROW) from the CTC, and approving Notice of Exemption No. NOE34-25 under CEQA for the Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity, Project No. WT24037/ATPSB1L-5008(205).

In the coming months, staff will submit the allocation for the design phase from the CTC for the Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity, Project No. WT24037/ATPSB1L-5008(205). Design is anticipated to start in the first quarter of 2026.

FINANCIAL SUMMARY

There is no impact to the City's General Fund or any other unrestricted fund as a result of taking the recommended actions.
