recommended action
RECOMMENDATION
It is recommended that the City Council adopt a resolution to amend the "Stop Controlled Intersection Schedule" pursuant to Stockton Municipal Code section 10.04.270 as follows:
1. Add new intersection:
a. Country Club Boulevard and Wisconsin Avenue (3-way stop control).
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.
body
Summary
The City installs stop controls (stop signs) to assign right-of-way and promote orderly traffic flow. Pursuant to the Stockton Municipal Code (SMC), stop sign installation is authorized by Council resolution, either by designating intersections where stop signs are warranted or by designation through streets where side streets become stop controlled. The warranting of Stop Signs is prescribed by the California Manual on Uniform Traffic Control Devices (CA MUTCD).
The "Stop Controlled Intersection Schedule" was last updated by Council on August 22, 2023, by Resolution No. 2023-08-22-1223. Since that time, staff have received requests for stop signs. Field investigations and engineering analysis were conducted at each of the intersections and one intersection, Country Club Boulevard and Wisconsin Avenue, met stop control warrants. Based on traffic analysis and review of field conditions, existing stop controls at the noted intersection will be converted to a 3-way stop controls to improve safety and traffic operations.
It is recommended that Council adopt a resolution designating intersections where vehicles are required to stop pursuant to SMC section 10.04.270 and authorize the Public Works Department to amend the "Stop Controlled Intersection Schedule".
DISCUSSION
Background
The City installs stop controls (stop signs) to assign right-of-way and promote orderly traffic flow. Stop signs can be authorized by Council resolution, either by designating intersections where stop signs are warranted or by designation of through streets where side streets become stop controlled. These authorized locations are recorded on either the "Stop Controlled Intersection Schedule" or the "Through Street Schedule", which are maintained by the Public Works Department. Pursuant to SMC section 10.04.270, a Council resolution is required to designate intersections as stop controlled or to amend the "Stop Controlled Intersection Schedule".
For the other locations, warrants were not met; however, alternative traffic engineering solutions were implemented in lieu of stop signs at some intersections not meeting warrants.
Present Situation
Country Club Boulevard is an east-west collector street between Rainer Avenue and Interstate 5. Approximately 500' east of the intersection is within San Joaquin County limits. This intersection is within City jurisdiction. Wisconsin Avenue is a north-south local street and intersects with Country Club Boulevard from the north creating a "T" intersection.
The CA MUTCD and City of Stockton Standard Drawing R-16 require that 250 feet of corner sight distance be available for vehicles entering or crossing a street with a speed limit of 35 mph. The corner sight distance from Wisconsin Avenue looking to the east on Country Club Boulevard is only 215 feet. The CA MUTCD establishes a lack of sufficient sight distance as a warrant for installation of an all-way stop control at the intersection. Existing stop controls presently exist for Wisconsin Avenue. Based on this traffic analysis and/or review, the Country Club Boulevard and Wisconsin Avenue intersection will be converted to a 3-way stop controls to improve safety and traffic operations (Attachment A). It is recommended that Council adopt a resolution designating intersections where vehicles are required to stop pursuant to SMC section 10.04.270 authorize the Public Works Department to amend the "Stop Controlled Intersection Schedule".
FINANCIAL SUMMARY
There is sufficient funding in the Public Works Gas Tax Traffic Devices Operating Budget to complete this work estimated to be $1,000.
There is no impact to the City's General Fund or any other unrestricted fund as a result of taking the recommended action.
