DISCUSSION
Background
Litter and illegal dumping contribute to significant blight in Stockton. In 2020, the Clean City Initiative was launched to promote a collaborative effort between City leaders, City departments, private industry, and community volunteers to reduce trash accumulation and illegal dumping Citywide. Public Works does not have sufficient staff to perform the work required and utilizes vendors to provide debris removal and hauling services for illegally dumped items.
On July 26, 2022, by Resolution No. 2022-07-26-1217, Council awarded a three-year Service Contract in the amount of $403,000 to Stockton 209 Cares of Stockton, CA, to provide services to remove litter and illegally dumped materials Citywide. The Service Contract allowed for two optional one-year extensions.
On May 22, 2024, CCO No. 1 was approved administratively by the City Manager to extend the contract for the period of July 1, 2024, through June 30, 2025.
On November 19, 2024, by Ordinance No. 2024-11-19-1501, Council adopted an ordinance amending Title 8, Chapter 8.110 of the Stockton Municipal Code relating to camping and the protection of critical infrastructure and wildfire risk areas prohibiting camping on or within 30 feet of parks, roads, sidewalks, and bicycle paths, and allowing for broader enforcement consistent with the recent Supreme Court decision as part of Grants Pass.
On November 19, 2024, by Resolution No. 2024-11-19-1501, Council adopted a resolution proclaiming a Local Emergency on Homelessness to support and enable staff to take the necessary actions related to expanding services and conduct additional clean ups.
On May 7, 2025, CCO No. 2, in the amount of $201,500, was approved administratively by the City Manager to extend the contract for the period of July 1, 2025, through June 30, 2026. CCO No. 2 also allowed the City to continue with services to remove litter and illegally dumped materials Citywide.
Present Situation
CCO No. 3 is required to provide additional support through contracted services as part of the City’s Resolution Proclaiming a Local Emergency on Homelessness, Resolution No. 2024-11-19-1501. CCO No. 3 will add a second Stockton 209 Cares crew to align with service demands to reduce homeless trash accumulation and illegal dumping. Council approval is required for CCO No. 3, in the amount of $360,000, as the cumulative amount of CCO Nos. 1 through 3 will exceed the administrative change order authority allowed under the existing contract. No additional budget is being requested.
It is recommended that Council approve a motion to authorize CCO No. 3, in the amount of $360,000, with Stockton 209 Cares for the Debris Removal and Pickup, Project No. OM-22-021 (Attachment A). The revised contract amount will be $964,500.
