RECOMMENDATION
Staff recommends that the City Council adopt by resolution the proposed Council Policy Manual (CPM) Chapter 3.14- Charter Section 406 Investigations Procedure.

Summary
On January 27, 2025, the Council Legislation/Environmental Committee reviewed and provided direction to staff regarding the creation of a policy to govern the process for investigations allowed under Charter Section 406. A policy reflecting that direction is attached and presented for the City Council’s consideration for adoption.
DISCUSSION
Background
Staff received direction to agendize a discussion to consider the establishment of a policy to govern the process for Council utilization of Charter 406 Investigations. At the January 27, 2025, Council Legislation/Environmental committee meeting, staff presented a sample policy provided by the Vice Mayor for committee review and consideration (Attachment A). Staff included recommended revisions to the provided policy consistent with the Charter 406 language (Attachment B). At that same meeting, staff received direction to forward the policy with the Committee’s recommendation, including staff recommended revisions.
Present Situation
In accordance with Council Legislation/Environmental Committee direction, staff now presents the proposed CPM Chapter 3.14- Charter Section 406 Investigations Procedure (Attachment C) for consideration and adoption.
Financial Summary
There is no financial impact from the approval of the policy adoption itself. There may be future financial impacts connected with future investigations, of which the dollar amount is currently unknown.
