RECOMMENDATION
Staff recommends that the City Council adopt by resolution the proposed Council Policy Manual (CPM) Chapter 3.13 - Councilmember and Commissioner Conduct Policy and associated Creed for Councilmembers and Commissioners.

Summary
On July 17, 2024, the Council Legislation/Environmental Committee reviewed and provided direction to staff to update the existing Creed for Councilmembers. At the meeting of August 28, 2024, the Committee gave direction to forward the changes and accompanying proposed policy to the City Council. Those changes and the accompanying proposed policy for the CPM are presented for the City Council’s consideration for adoption.
DISCUSSION
Background
At the July 17, 2024, Council Legislation/Environmental Committee meeting, the existing Creed for Councilmembers, dating back to the mid-80s, was discussed by the Committee and direction was received by Staff to modify existing language and include Commissioners in the Creed.
At the August 28, 2024, Council Legislation/Environmental Committee meeting, Staff returned with a proposed CPM Chapter 3.13 - Councilmember and Commissioner Conduct Policy (Attachment A) which provided additional detail to support the accompanying Creed for Councilmembers and Commissioners (Attachment B).
Present Situation
In accordance with Council Legislation/Environmental Committee direction, Staff now presents the proposed CPM Chapter 3.13 - Councilmember and Commissioner Conduct Policy (Attachment A) and associated Creed for Councilmembers and Commissioners (Attachment B) for adoption.
Financial Summary
There is no financial impact from approval of these changes.
