body
Summary
The City of Stockton has been operating a Government Access Television Channel, Stockton GovTV, since 2003. Stockton GovTV broadcasts City Council Meetings and original programing, providing the community with information about City government, events, programs and services. In addition, it provides a video and audio feed to the City’s meeting management and agenda system for the purposes of creating an official record of City meetings and to facilitate online, live streaming accessed through the City’s website.
All new Stockton GovTV equipment will be installed at the City’s New City Hall, 501 W. Weber Ave., which will include broadcast equipment in the Council Chambers, equipment to operate the Channel/Stockton GovTV in the adjacent Control Room, and post-production recording and editing equipment in a nearby Equipment Room on the first floor.
In anticipation of the relocation to New City Hall, the City issued an RFP in April 2024, with responses due in June 2024. Three (3) potential bidders attended a mandatory walk-thru of the New City Hall construction site. Only one proposal was received from the City’s current vendor, TV Pro Gear.
It is recommended that Council approve a motion authorizing the City Manager to execute an agreement with TV Pro Gear for designing, engineering and building a live and post-production broadcast system for the City’s Government Access Television Channel, Stockton GovTV, at New City Hall, for a total of $387,724 (Attachment A).
DISCUSSION
Background
The City of Stockton began operation and purchased equipment to produce and broadcast Government Access Television programming in 2003. In 2015, the City developed a plan for replacement of the equipment, which was to occur concurrent with the relocation of City Hall and Council Chambers. A 1% Public, Education, and Government Access (PEG) fee was authorized with a Public Hearing under Resolution 2015-03-24-1601.
The City of Stockton purchased 501/509 W. Weber Ave. and began making plans for the relocation to the New City Hall; the buildings are currently being renovated to include a new Council Chambers at 501 W. Weber Ave. New Government Access Television equipment will be installed to operate the Channel/Stockton GovTV at New City Hall, and broadcasting will begin from the new location when the Council Chambers is completed.
Present Situation
On April 4, 2024, the City advertised an RFP for the Design, Engineering and Building of Government Access Television (Stockton GovTV) at New City Hall with PUR 24-032. Three vendors attended a mandatory Job Walk of the New City Hall construction site, 501 W. Weber Ave., on April 25, 2024. Of the three potential vendors, two vendors declined the opportunity to submit proposals. One (1) proposal was received on June 13, 2024, from the City’s current vendor, TV Pro Gear of Glendale, California, for $387,724.
A selection committee reviewed the proposal for completeness and evaluated the proposal against the RFP requirements, which included:
1) Qualifications
2) Professional Experience
3) Industry Expertise
4) Capacity (to deliver the project)
5) Cost of proposal
TV Pro Gear was found to be highly qualified to provide the needed equipment, engineering, integration, design, and installation of a live broadcast and post-production system. The TV Pro Gear proposal, and direct experience as a current vendor with the City, demonstrated technical capabilities and experience. TV Pro Gear provides the same services for other California cities, including Pasadena, Santa Ana, Newport Beach and Compton; other government clients include the US Army, US Navy and NASA; and TV Pro Gear broadcast network clients include QVC, Bloomberg Network, Pasadena Media, and several international clients.
State-of-the-art equipment will facilitate the continued broadcast of City meetings and the production of programming for the Government Access Channel, Stockton GovTV, which will more easily facilitate meetings with high-definition and 4K cameras and editing equipment; integrated technologies to facilitate remote participation by City Council Members; embedded closed captioning capability; and captioning in Spanish.
Current Status
The City’s Government Access Channel, Stockton GovTV, broadcast programming includes City meetings, such as City Council Meetings, and informational segments about City events, programs and services. City Council Meetings are broadcast live on Comcast Channel 97 and Government Television Channel 99 for AT&T customers who subscribe to “cable-like” services. Stockton GovTV equipment provides both video and audio feeds to the City’s meeting management and agenda system; the meeting management and agenda system recordings are recognized as the official record of City meetings and streamed on the website through the meeting management service provider. Broadcast and streaming of City meetings is critical to government transparency and the City’s public image.
Staff recommends the City Council approve the motion authorizing the execution of an agreement with TV Pro Gear for designing, engineering, and building a system to facilitate the continued broadcast of Stockton GovTV programing for $387,724 and providing the City Manager the authority to carry out the purpose and intent of the motion.
