Summary

The Municipal Utilities Department (MUD) Regional Wastewater Control Facility (RWCF) Modifications Project included the construction of new processes, installation of new equipment, and other improvements such as conveyance pipelines and pump wet wells that require the use of specialized equipment to clean and maintain. Specialized cleanout equipment is needed to reach greater depths than current MUD Vactor truck equipment can effectively perform.

Staff recommends awarding a five-year contract for RWCF Process Area Cleaning services to Badger Daylighting Corp for the not-to-exceed amount of $3,311,000.

DISCUSSION

Background

The RWCF Modifications Project includes new processes, equipment, and areas that require specialized equipment for maintenance that is beyond the scope of City resources. Historically, many of these areas were maintained by City staff, whose equipment could pump materials from depths up to 30 feet. However, the RWCF Plant Modifications Project added infrastructure at depths greater than 30 feet, which is beyond the lifting capacity of existing equipment. For these areas, specialized equipment is needed to supplement staff resources to properly maintain plant equipment.

Present Situation

Project PUR 24-023 was initially bid on January 22, 2024, and bids were opened on March 7, 2024. There were inconsistencies in the responses related to the costs for providing pumping services at depths greater than 30 feet, which led to the bids being canceled.

On April 15, 2024, the MUD readvertised an Invitation to Bid for the RWCF Process Cleaning Services, PUR 24-037, in the Stockton Record and on the City's Bid Flash page. The MUD used a conventional bidding process including specifications for RWCF Process Cleaning Services.

The scope of work included further information on the various areas where services may be required, including heights and depths to access these areas. In addition, staff requested pricing for hourly and daily services for equipment and laborers as well as any additional equipment necessary to lift material from depths greater than 30 feet.

A pre-bid conference was held on April 23, 2024, with two prospective bidders attending. An optional pre-bid conference was held on May 7, 2024, with two prospective bidders attending. On Thursday, May 30, 2024, three (3) sealed bids were received by the City Clerk from the following companies:

Company

Location

Bid Amount

Badger Daylighting Corp

Brownsburg, IN

$575,747.64

Pipe and Plant Solutions

San Leandro, CA

$608,283.00

APS Environmental, Inc.

North Highlands, CA

$640,294.00

The amounts shown on the bid schedule reflect the costs of a potential scenario of process area cleanings over the period of one year. The potential scenario estimated the number of hours and days each area would require to be cleaned. The estimate assumed eight (8) hour workdays and a support truck, additional hose, and additional pumps. Several of the areas to be cleaned in the scenario included cleanings of depths greater than 30 feet and associated costs. The five (5) year cost includes a fifteen (15) percent contingency (rounded to the nearest thousand) and not-to-exceed amount of $432,262 since costs are based on potential clean out scenarios. Badger Daylighting Corp was determined to be the lowest responsive bidder.

Staff recommends awarding a contract to Badger Daylighting Corp of Brownsburg, Indiana (local office in Modesto, CA) as the lowest responsive bidder for the five (5) year not-to-exceed amount of $3,311,000. The bid is regular in all respects and meets the City’s requirements.

FINANCIAL SUMMARY

There is sufficient budget in the Wastewater Treatment Plant Equipment Maintenance account in Fiscal Year 2024-2025. Future funds will be budgeted in the same account in subsequent fiscal years and will be presented to the City Council for approval through the annual budgeting process.
