Summary

As part of the San Joaquin County’s (County) Airpark 599 Development, certain roadway improvements have been constructed within the City’s limit (Attachment A). The existing intersections of Arch Airport Road and Giannecchini Lane, and Arch Airport Road and Pock Lane are partially located within the roadways and within City and County jurisdictions. The City jurisdiction falls on the northern portion of the intersections while the County jurisdiction falls on the southern portion.  As standard practice, the City will take the lead on the operation and maintenance of these traffic signals, with the County reimbursing the City for their share of the costs as noted in the County-City Agreements.

DISCUSSION

Background

The City and County coordinate on transportation improvement projects and developments that are situated or border City and County areas. This coordination optimizes opportunities in cost savings, reduction of duplicate efforts, and produces a more uniform transportation system in areas that transition back and forth between the two jurisdictions.  Agreements for maintenance and cost sharing are created and vary depending on the project circumstances.

The County’s Airpark 599 Development added an additional southerly access to the existing intersection at Arch Airport Road and Giannecchini Lane.  This was required in order to provide access to one of the major logistic buildings recently constructed as part of the Airpark 599 Development.  The new access required the installation of a new traffic signal to safely facilitate traffic to and from Airpark 599.

In 2020, the City was awarded with Congestion Mitigation and Air Quality (CMAQ) grant funds to synchronize the Arch Airport corridor, including installation of new signals at the intersections of Arch Airport Road at Pock Lane, and Arch Airport Road at Giannecchini Lane. This federally funded signal installation and synchronization project reduces traffic congestion and improves air quality along Arch Airport Road, where rapid development has occurred in the last few years. The City will take lead on the operation and maintenance of the traffic signals at Pock Lane and Giannecchini, including the portion or leg of the intersections within the County’s jurisdiction. The County will be responsible for their proportional share of cost to maintain the portion or leg of the signalized intersection within their jurisdiction.

Present Situation

As part of the Airpark 599 Development and the City’s CMAQ project, signal intersection improvements have been constructed at the intersections of Giannecchini Lane and Pock Lane along Arch Airport Road (Attachment A).  Maintenance agreements have been prepared in order to secure coordinated maintenance responsibilities and cost sharing for these two signalized intersections.  As standard practice, the City will take the lead on the operation and maintenance of these traffic signals, with the County reimbursing the City for their share of the costs as noted in the County-City Agreements.  Once these Agreements are approved by Council, the County will execute the Agreements through the Board of Supervisors.

FINANCIAL SUMMARY

Operation and maintenance of the traffic signal systems will be part of routine traffic signal maintenance performed by the City’s Public Works Department, Operations and Maintenance Division. The City will invoice the County for the shared costs of the operation, maintenance, and energy on a quarterly basis.

There are sufficient funds in the Public Works Operating budget to perform traffic signal maintenance. The estimated cost to maintain one traffic signal is approximately $4,000 annually. Based on the above cost sharing, the County’s approximate share will be $2,000 annually for each traffic signal at Arch Airport Road and Giannecchini Lane, and Arch Airport Road and Pock Lane. The cost will fluctuate depending on the actual cost of electricity and the maintenance required.
