The City’s Fiber Optic Master Plan sets forth the general framework for fiber connectivity for the traffic signal network and identifies priority segments for construction. The Fiber Segment Construction, Project No. WARP504, will construct a segment identified in the Fiber Optic Master Plan along El Dorado Street through Downtown with connections between City buildings and traffic signal cabinets (Attachment A).
On July 11, 2024, the City received two bids for this project. It is recommended that Council award a Construction Contract to the lowest responsive bidder, Tim Paxin’s Pacific Excavation, Inc. dba Pacific Excavation, Inc. (Pacific Excavation, Inc.), in the amount of $2,349,908. It is also recommended that Council adopt a resolution approving Notice of Exemption No. NOE20-24 under the California Environmental Quality Act (CEQA) and approving the plans and specifications for the project. Construction is anticipated to begin in 2024 and be completed by May 2025, weather permitting.
DISCUSSION
Background
On September 14, 2021, by Motion No. 2021-09-14-1501, the Fiber Segment Construction, Project No. WARP504, was approved by Council as an American Rescue Plan Act (ARPA) project.
The City presently has a robust network of signals that are interconnected with fiber to facilitate more efficient traffic congestion management along City transportation corridors. The City currently leases fiber service from AT&T to provide the needed communications to traffic signals as well as data connections between City buildings.
The City’s Fiber Optic Master Plan sets forth the general framework for fiber connectivity for the traffic signal network and identifies priority segments for construction. The City’s Fiber Optic Master Plan will make it possible to establish City fiber network that can be independent from AT&T’s network as the system is constructed into the future. The Fiber Segment Construction, Project No. WARP504,will construct a segment identified in the Fiber Optic Master Plan along El Dorado Street through Downtown with connections between City buildings and traffic signal cabinets. Construction includes additional conduits that could be used in the future for City-owned infrastructure purposes.
On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was applied to this project as the estimated construction cost is over $1 million.
Present Situation
On June 13, 2024, the Fiber Segment Construction, Project No. WARP504, was advertised for bids. On July 11, 2024, two bids were received with the following results:
COMPANY NAME BID AMOUNT
Pacific Excavation, Inc. (Elk Grove, CA) $2,349,908
Nexlevel of California, Inc. (Maple Lake, MN) $2,529,466
Engineer’s Estimate $2,172,700
The bid from Pacific Excavation, Inc., the lowest responsive bidder, is regular in all respects and has the proper license to perform the work. It is recommended that Council approve the plans and specifications for the project and award a Construction Contract to Pacific Excavation, Inc. of Elk Grove, CA, in the amount of $2,349,908.
The project is in conformance with the City’s General Plan, pursuant to California Government Code section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15301(c) of the CEQA guidelines. The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment. The resolution will approve the filing of Notice of Exemption No. NOE20-24 under CEQA. Construction is anticipated to begin in 2024 and be completed by May 2025, weather permitting.
FINANCIAL SUMMARY
There is sufficient budget in the Fiber Segment Construction, Project No. WARP504, to award a Construction Contract to Pacific Excavation, Inc. in the amount of $2,349,908.
There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
