body

Summary

On July 17, 2024, the Committee provided direction to staff to update the existing Creed for Councilmembers.  Those changes and an accompanying draft policy for the CPM are presented for the Committee’s consideration and potential recommendation to the City Council for adoption.

DISCUSSION

Background

During the July 17, 2024, Council Legislation/Environmental Committee meeting, the existing Creed for Councilmembers was discussed by the Committee and direction was received by staff.

The Creed for Councilmembers, dating back to the mid-80s, was determined to need updating.  The Committee directed staff to draft the creed to include additional commission and board members.

Present Situation

For consideration, staff now presents a draft of CPM Chapter 3.13 - Councilmember and Commissioner Conduct Policy (Attachment A).  This policy will provide additional detail to support the accompanying Creed for Councilmembers and Commissioners (Attachment B).  The new Creed is written to include all elected and appointed offices that would represent the city on the dais.

Additional verbiage, consistent with the recommendation of the San Joaquin County Civil Grand Jury, has been added to more clearly address member obligations regarding Closed Session.

Staff requests the Committee provide further direction or forward a recommendation to the Council for adoption.

Financial Summary

There is no financial impact from approval of these changes.
