Summary
FUSUS is a real-time crime center integration that digests and analyzes all camera footage into operational intelligence. The platform is an open ecosystem that works with all public safety and investigations assets. It can enable video sources with artificial intelligence, integrate Automated License Plate Reader, bodycam, drone and aircraft feeds using existing equipment.
Funding for the Standard Agreement Amendment was included in the award for the FY 2024-25 AB 109 Funding of the Community Corrections Partnership Task Force (CCP Task Force) Motion 2024-05-21-1208.
SPD is seeking Council approval to expand the current Axon contract to integrate FUSUS in an amount not to exceed $541,632.
DISCUSSION
Background
On May 21, 2024, Council approved by motion 2024-05-21-1208, the San Joaquin County CCP Task Force funding of $3,537,691. In addition to the annual request for materials and supplies to operate the task force, funding for software, including FUSUS was approved to create more efficient pursuits of those committing crimes and analyzing crime trends. Enhancing our current Axon contract, FUSUS will provide a platform that will fill critical information gaps in public safety with a network of intelligent, connected devices that enable faster response times and greater operational intelligence through live maps, livestreaming capabilities, configurable alerts, and detailed audit logs.
Present Situation
The SPD currently uses multiple data systems for its daily operations. Most of these systems are not linked and require a significant amount of time, training, and effort to cross analyze case-related data and effectively investigate crime trends. FUSUS allows the department to proactively assess and respond to public safety concerns. FUSUS allows community members to provide their video footage to law enforcement through a portal. Using advanced machine learning and analytics, FUSUS can be used to search video footage for specific vehicle types, markings on vehicles, specific clothing worn by persons, or items carried by a person. Video footage is uploaded and stored for a period of time, allowing for investigators to use search queries for time, location, and object when conducting follow-up investigations.
Staff is seeking Council approval to expand the current Axon contract to integrate FUSUS in an amount not to exceed $541,632 to assist with daily operations to maximize effectiveness and efficiencies with calls for service taken by SPD’s Dispatch Center, maximizing police response to the community.
FINANCIAL SUMMARY
The proposed cost of this amendment is not to exceed the amount of $541,632, with a total contract amount of $2,515,692.25. Funding for year one of FUSUS is included in the FY 2024-25 AB109 Community Corrections Partnership Task Force Police Special Investigations software account GL # 3518-316-650002-260-261-20-35-000-000-. Future year funding requests for FUSUS will be requested through AB109 Community Corrections Partnership Task Force.
